Job Summary

Provide Nuclear Sites technical expertise and management in the development and maintenance of the Site Emergency Preparedness (EP) programs. Serve as the expert and provide technical direction and coordination for the development, maintenance, and implementation of the Nuclear Power (NP) Radiological Emergency Plan (REP) and site Implementing Procedures. Provide independent qualified reviews and 10CFR50.54(q) Plan Effectiveness Determinations for any proposed changes to the REP. Maintain knowledge of regulatory requirements and interpretations. Maintain site EP programs to meet Federal Regulations, Operating License requirements, and protective measures for the health and safety of TVA employees and the general public. Serve as an expert in emergency action level evaluations and accident sequence assessment inside and outside TVA. Interface with the NRC on regulatory matters associated with EP. Act independently applying advanced knowledge of plant systems and operating principles for scenario development and conduct of on-site EP drills. Provide the leadership of personnel from multiple site departments and development of technical data necessary for the conduct of radiological emergency drills. Provide emergency preparedness expertise to other site organization's training and drill programs. Responsible for the continuous operability of the onsite emergency response facilities. Develop, maintain and implement EP training program. Provide technical reviews of the final safety analysis reports, technical specifications, and other site technical basis documents. Perform independent assessment of EP programs. Serve as a member of the onsite emergency response organization and support other TVAN site's drills, scenario development, and other EP activities.

May supervise and coordinate the work of multidiscipline engineers, technicians, operators and others.

Independently performs assignments with instructions as to the general results expected. Receives minimal guidance on unusual or complex problems.

Skills and Proficiencies (May be job or organization specific)

Implementation of the site EP exercise/drill program; Possess strong leadership capabilities; Development and implementation of the site EP Training program. Possess strong communication skills both written and verbal. Must be highly detail oriented. Must be flexible, possessing good interpersonal skills, capable of handling diverse problems and multiple personal opinions in a manner at is both cost effective, continuously improving, and promoting of the EP program. Resolution of technical and regulatory issues involving emergency preparedness issues. Maintenance of the site emergency response facilities. Development and maintenance of the site emergency preparedness procedures.

Technical expertise in emergency response systems, plans and processes.

Minimum Qualifications (Consistent with Classification Standard)

Education and Experience/Certificates, Licenses, and Registration Requirements/Other Requirements

An Bachelor's Degree in Engineering or related field or the equivalent in experience, plus appropriate continuing education. Full competency as a EP Specialist (Senior Level) as demonstrated by several years of experience at the Operations Support Level or equivalent.

Must be able to obtain and maintain unescorted nuclear plant access and S-3 and S-4 medical qualifications when applicable. Must be able and willing to assume "on-call" rotational assignments which may include 24 hour-a-day, 7 day-a-week availability. Must be willing and medically able to work rotating shifts and maximum overtime permitted by TVAN procedures during peak periods. Must be able and willing to travel to plant locations as required when performing assigned tasks and, as necessary, to be temporarily assigned to a field location.
