SUMMARY:

Project HOPE is seeking an experienced Emergency Response Training Consultant to support the planning, design, and facilitation of a 2.5-day emergency response training for HQ support departments and country program leads.

The consultant will help translate Project HOPE's emergency response framework, processes, and lessons learned into an engaging and practical learning experience. The training will strengthen participants' understanding of emergency response roles and responsibilities, coordination between HQ and country programs, decision-making, and operational processes during an emergency.

PURPOSE:

The consultant will work closely with the Director of Emergency Preparedness and Response and the Emergency Response Unit to develop and facilitate a practical, engaging training.The training will combine presentations, case studies, and tabletop simulations. Project HOPE's Emergency Response Unit will lead the core training content, while the consultant will support the overall training design and facilitate the case studies and simulations.

SCOPE OF CONSULTANCY

The consultant will provide services in the following areas:

• Develop the overall training and exercise design, including learning objectives, agenda, methodology, and participant materials.
• Review relevant Project HOPE emergency response policies, procedures, tools, and lessons learned.
• Support the development of training materials in coordination with Project HOPE staff.
• Design realistic emergency scenarios, case studies, and tabletop exercises.
• Develop facilitator guides, participant instructions, scenario injects, decision points, and debrief questions.
• Facilitate tabletop simulations, breakout discussions, and plenary sessions.
• Capture key lessons, coordination challenges, information gaps, and recommendations from the exercises.
• Work collaboratively with Project HOPE staff throughout the planning, preparation, and delivery of the training.

EXPECTED OUTPUTS

During the consultancy period, the consultant is expected to deliver and support the following:

• Training and exercise design plan
• Training materials and supporting resources
• Emergency response scenarios and tabletop exercise package
• Facilitator and participant materials
• Facilitation of the simulation sessions
• Summary of key lessons and recommendations

Detailed deliverables, timelines, and expectations will be outlined in the consultancy Statement of Work.

TIMELINE

The anticipated consultancy timeline is:

• October 1-14, 2026: Inception and planning
• October 15-31, 2026: Training and exercise design
• November 1-14, 2026: Final preparation and materials development
• November 30-December 2, 2026: Training delivery

DURATION OF CONSULTANCY/ ESTIMATED LEVEL OF EFFORT:

Approximately up to a maximum of 20 consulting days.

MINIMUM QUALIFICATIONS:

The ideal consultant will have:

• Bachelor's degree in international development, humanitarian studies, emergency management, public health, education, organizational development, or a related field. Advanced degree preferred.
• Minimum 7 years of progressively responsible experience in humanitarian emergency response, emergency preparedness, crisis management, training and facilitation, or a related field, with demonstrated experience in emergency response training or exercise design.
• Demonstrated experience designing and facilitating emergency response training, tabletop exercises, simulations, or scenario-based learning.
• Experience working in or supporting emergency response operations, including coordination across multiple functions, departments, or country programs.
• Experience developing adult learning materials, training curricula, case studies, and facilitated exercises.
• Strong understanding of humanitarian response principles, emergency coordination, and decision-making in complex environments.
• Experience working with international NGOs (INGOs), humanitarian organizations, international development organizations, or similarly complex global organizations.
• Demonstrated ability to facilitate sessions with multidisciplinary teams and senior-level participants.
• Excellent written, verbal, facilitation, and interpersonal communication skills.
• Ability to work collaboratively with organizational stakeholders and translate complex emergency response concepts into practical and accessible training.

The consultancy fee will be determined based on the scope of services, qualifications, and experience of the selected consultant.
