Description
The Manager, Emergency Services, Intake & Access ensures the effective delivery, coordination, and oversight of emergency behavioral health services, intake functions, and access operations across all service locations. This role achieves consistent, timely, and clinically appropriate access to care by leading crisis response, intake, and scheduling systems while maintaining compliance with Rhode Island Mental Health Law, federal and state regulations, and accreditation standards.
The position drives operational performance, supervises clinical and access staff, and ensures safe, effective, and least restrictive interventions for individuals experiencing behavioral health crises.
Key Responsibilities
You won’t just manage processes—you’ll transform access to care. From crisis intervention to intake coordination, your leadership will ensure individuals experiencing behavioral health or substance use challenges receive safe, effective, and least restrictive care—24/7.
- Oversee emergency behavioral health services, crisis response, and intake operations across multiple service points
- Ensure compliance with Rhode Island Mental Health Law, CCBHC, HRSA, and Joint Commission standards
- Lead 24/7 coverage planning, staffing, and performance monitoring
- Drive timely, same-day access to care and reduce barriers to engagement
- Monitor key access metrics including wait times, no-shows, and appointment availability
- Optimize staff scheduling and client assignment based on clinical need and provider capacity
- Ensure individuals receive care regardless of diagnosis, insurance, or ability to pay
- Provide direct crisis intervention, psychiatric assessments, and risk evaluations
- Determine appropriate levels of care, from outpatient services to hospitalization
- Collaborate with hospitals, mobile crisis teams, law enforcement, and community partners
- Supervise and mentor clinical and access staff
- Deliver training in crisis intervention, suicide risk assessment, and compliance standards
- Foster a culture of accountability, growth, and clinical excellence
- Build strong relationships with hospitals, schools, and community providers
- Ensure seamless transitions and continuity of care
- Represent the organization in community and system-level initiatives
- Individuals in crisis are connected to care quickly, safely, and effectively

Qualifications
- Master of Social Work (MSW), Master’s degree in Mental Health Counseling
- Independently licensed clinician (LICSW/LMHC)
- Three (3) to five (5) years post-graduate clinical experience in crisis intervention.
- Demonstrated experience in behavioral health crisis assessment, triage, and care coordination.
- Experience supervising clinical staff and managing operational workflows in a behavioral health setting.
