Job Summary: Evaluates employee benefit offerings and makes recommendations to Administration regarding annual benefits. Supervises benefit department, coordinates, processes and performs a variety of benefits-related tasks associated with employee initial, continuation, and termination of insurance coverage for all employees of the Peoria Unified School District(Peoria Unified). Support and assist Administrator of Human Resources with regulations regarding changes affecting employee compensation within FLSA and minimum wage as well as with Compensation Committee.

Essential Functions, as defined under the Americans with Disabilities Act, may include, but are not limited to, the following tasks, duties, knowledge, skills, and other characteristics. ESSENTIAL DUTIES AND RESPONSIBILITIES generally include the following:

  • Supervises the work unit and assigned personnel. Interviews and recommends applicants to hire. Provides and/or recommends training. Coordinates, schedules, prioritizes and assigns tasks and projects. Establishes performance measures, goals, objectives, and priorities. Evaluates work performance. Provides feedback, direction, and guidance. Advises personnel of new or revised information.
  • Oversees, participates in, and performs a variety of functions related to employee benefits, policies, and procedures. Works with and assists the Peoria Budget Committee in determining health benefit offerings, which then in turn become recommendation(s) to the Peoria Governing Board. Works with Develops policies, procedures and practices that reflect any changes adopted by the Governing Board.
  • Acts as District liaison between Peoria Unified and Valley Schools Pools EBG reviewing plan options and offerings for all districts employees and Valley Schools Workers' Compensation Administrators. Oversees any District Return to Work program and directs work related to worker's compensation reports.
  • Supervises the Administration of FMLA, Workers Compensation and COBRA and district benefit offerings.
  • Assists employees with benefit concerns and questions. Responds to requests for clarification and provides guidance and direction to employees regarding district benefits.
  • Counsel employees on workers' compensations, Family Medical Leave, ADA, LTD and district policies.
  • Facilitate and engage in interactive process for American Disabilities Act accommodation ADA needs. Maintain records and review of employee accommodation needs annually or as needed.
  • Contacts insurance providers. Forwards specific issues and questions related to individual employee concerns. Assist retirees, employees, and COBRA participants with maintaining their coverage.
  • Works with Arizona State Retirement System regarding benefits available for employees and retirees.
  • Assist employees with transition to retirement. Coordinate retirement meetings and annual retirement notices regarding district retiree benefits. Track and monitor eligibility for retirees that meet the criteria for the district medical subsidy reimbursement.
  • Assist employees with transitioning to post-retirement services companies such as ESI for working after retirement and returning to Peoria employment after retiring. Calculate retirement salary and meet with every retiring employee.
  • Composes a variety of letters, memoranda, reports, lists, agendas, and other written communications.
  • Participates in and/or provides in-service Professional Development training for District staff.
  • Maintains district compliance on federal and state regulations regarding ACA and 1095-C and 1094-C annual required filings and notifications to employees.
  • Compliance changes and education regarding federal and state laws including but not limited to FLSA, FMLA, OSHA, EEOC, ADA, COBRA, and HIPAA.
  • Supervises the collection and maintenance of records related to insurance benefits. Maintains, updates, researches and adds new employees to databases related to benefit eligibility and types of insurance chosen. Adds, deletes, and makes changes requested by employees. Balances and reconciles eligibility lists for insurance billings (monthly), including voluntary benefits.
  • Processing of bi-monthly electronic reporting files to all medical providers.
  • Create and maintain yearly database for annual open enrollment and monthly enrollment of new employees into the district benefit offerings.
  • Develops and promotes District's Wellness Program.
  • Functional lead for School ERP for testing and implementation of software updates pertaining to benefits.
  • Sick Leave Bank annual enrollment and processing or request made for utilization of days needed under the sick leave bank policy.
  • Create and process annual employee compensation statements as required by the State of Arizona.
  • Work in conjunction with Human Resources and Payroll departments to develop annual employee work calendars.
  • Performs other duties as assigned or required.

KNOWLEDGE AND SKILLS:

  • Knowledge of applicable Federal, state, county and city statutes, rules, regulations, ordinances, and codes and PUSD policies and procedures.
  • Knowledge of the principles of insurance benefits administration and enrollment practices and procedures.
  • Knowledge of the principles of insurance accounting practices.
  • Knowledge of the principles for file, records, and database management, including how to maintain HIPAA compliance.
  • Knowledge of the principles of COBRA, Worker's Compensation, FMLA and related benefits.
  • Knowledge of the principles of management, supervision, and administration.
  • Skill in reading, interpreting, understanding, and applying relevant Federal, state, county and city statutes, rules, regulations, ordinances, and codes and PUSD policies and procedures.
  • Skill in assisting current and former employees regarding insurance benefits to best meet their needs.
  • Skill in entering, updating, maintaining, researching, and downloading insurance database information to assist employees, research payments and benefits and resolve insurance benefit issues.
  • Skill in developing and presenting insurance benefit in-services.
  • Skill in maintaining and reconciling financial records, reports, and databases.
  • Skill in providing training, prioritizing, and reviewing work performance of assigned staff.
  • Knowledge of file and record management.
  • Skill in establishing and maintaining effective working relations with co-workers, vendors, students, parents, the general public and others having business with the school district.
  • Skill in operating a personal computer utilizing a variety of software applications.

MINIMUM QUALIFICATIONS: High School Diploma or GED, but Bachelor's Degree in Business or related area preferred; AND three (3) years of relevant, progressively responsible compensation, payroll or benefits, accounting, insurance or closely related responsibilities that includes one (1) of management and/or supervision; OR any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved. Previous managerial experience desired.

OTHER REQUIREMENTS:

  • Must hold or obtain a valid IVP fingerprint clearance card.
  • Must be able to pass a background check.
  • May be required to possess and maintain a valid Arizona driver's license.
  • May be require to lift and/or carry heavy, bulky supplies, materials, equipment, and other items weighing up to 35 pounds.
  • May be required to work outside normal working hours.
