Job Summary

Under administrative direction, oversees the day-to-day operations and strategic administration of Human Resources functions for assigned departments. Interprets, administers, and ensures compliance with City of San Antonio policies, procedures, and programs while serving as the primary liaison between client departments and the Human Resources Department. Acts as an internal consultant to senior management and executive staff to support departmental strategic goals. Plans, organizes, and directs Employee Relations ensuring effective delivery of comprehensive HR services across multiple departments. Working conditions are primarily inside an office environment. May exercise direct supervision over assigned staff.

Essential Job Functions

Employee Relations Analyst:

  • Monitors departmental vacancies, affirmative action goals, workers' compensation trends, and turnover.
  • Analyzes trends and metrics to recommend solutions and improvements.
  • Manages client interactions, communicates project updates, and resolves concerns.
  • Researches and analyzes data to support projects, plans, and reports.
  • Provides technical HR assistance to departments.
  • Prepares reports, presentations, and analytical materials.
  • Supports division leadership on projects and special assignments.
  • May coordinate or supervise the work of other employees.

Employee Relations Business Partner:

  • Analyzes trends and metrics to develop HR solutions and policies.
  • Maintains strong client relationships and manages expectations.
  • Assesses training needs; coordinates or facilitates training.
  • Keeps departments informed of staffing, affirmative action, workers compensation, and turnover data.
  • Serves as HR consultant to management, ensuring compliance with policies.
  • Acts as resource to employees regarding workplace concerns.

Lead Employee Relations Business Partner:

  • Supervises assigned staff and distributes work in high volume areas.
  • Performs all HR functional areas, including employee relations, recruitment, compensation, development, and safety.
  • Plans, develops, implements, and evaluates HR functions and initiatives.
  • Analyzes data to develop HR programs and policy recommendations.
  • Develops integrated HR solutions aligned with departmental goals.
  • Translates departmental strategic plans into HR operational plans.
  • Conducts HR research to understand occupational and market trends.
  • Performs workforce analysis and interprets data to develop HR programs.

Employee Relations Manager:

  • Supervises staff, assigns workload, and manages performance; recommends personnel actions.
  • Performs staff functions when necessary.
  • Oversees the planning, implementation, and evaluation of HR operations.
  • Partners with departments to evaluate and implement policy improvements.
  • Aligns departmental strategic plans with HR operational strategies.
  • Creates and advises on programs to improve attraction, development, and retention of City talent.
  • Assists with special HR projects.
  • Develops and coordinates policies related to employee relations, affirmative action, harassment, complaints, and succession planning.
  • Analyzes trends to recommend HR solutions.
  • Provides expert technical HR guidance to assigned staff.
  • Conducts audits to ensure compliance.

Human Resources Administrator:

  • Establishes employee relations programs and provides counseling and guidance for grievances.
  • Designs and administers training programs for skill development and education.
  • Develops and coordinates Citywide programs such as Tuition Assistance and Extended Sick Leave.
  • Oversees the creation and revision of personnel-related Administrative Directives and provides interpretation to departments.
  • Supports Civil Service and the Firefighter & Police Officers Civil Service Commission.
  • Develops and manages Employee Assistance Programs across all divisions.
  • Formulates personnel policies, directives, and regulations.
  • Supervises Personnel Specialists and staff.
  • Implements HR information systems to improve data accessibility and streamline processes.
  • Consults with departments on personnel actions and policies.
  • Conducts HR presentations as needed.
  • Coordinates the preparation of the division's annual budget.
  • Maintains ongoing communication with staff, City leadership, and stakeholders.

All Positions:

  • Guides reorganizations, workforce planning, and succession planning.
  • Acts as liaison between management, employees, and union representatives.
  • Resolves complex employee relations issues and assists staff as needed.
  • Provides transactional support when needed.
  • Performs related duties as required.

  • Valid Class C Texas Drivers License.
