Position Summary

The current vacancy is in the Workforce Solutions department.

To assist Employment Guidance Counselors in providing services to program participants; to reinforce the job seeking and work skills that Employment Guidance Counselors teach participants; to maintain program participants' records; to monitor participants' progress during and after the program; and to perform related duties as assigned.

Examples of Work Performed

  • Under the supervision of an Employment Guidance Counselor, conduct individual and group intakes by assisting applicants to complete intake forms, interviewing applicants to determine program eligibility and to assist in identifying job skills and potential barriers to sustained employment, scheduling participants for orientation, and setting up case files.
  • Hold group meetings with program participants to provide information about the program, and to reinforce job search and job retention skills, such as networking, making cold calls, effective use of the telephone, writing query and cover letters and resumes, following up after initial contacts, maintaining motivation, and adjusting to the work environment, that the Employment Guidance Counselors have taught the participants.
  • Staff a computer-based resource room.
  • Administer, score, and record participants' assessment tests as directed by Employment Guidance Counselors; Guidance Counselors; maintain case files manually and through electronic database.
  • Verify participants' MFIP status with the Community Human Services Department as directed by the counselors or administrative staff.
  • Contact participants to inquire about their progress, determine whether they need additional services, and obtain post-placement information.
  • Notify an Employment Guidance Counselor if a participant seems to need additional services.
  • Track program participants' activity, document participants' attendance, notify counselors of participants who are out of compliance with program or reimbursement requirements, and tally statistics.
  • Maintain participant tracking systems for special projects as assigned and provide information to counseling and administrative staff.
  • Process counselors' requests for computer runs from automated career assessment systems.
  • Research and compile information on educational institutions, social services, and other community resources.
  • Refer program participants to other social services or community resources, for non-vocational problems that affect their ability to seek and keep employment.
  • Assist clients with problem solving under the directions of an Employment Guidance Counselor.
  • Develop a working relationship with various companies, organizations and agencies, by making presentations, co-hosting meetings and co-facilitating workshops that explain the Dislocated Worker services and the other programs provided by Ramsey County Job Training.
  • Participate in job fairs, Meet the Employer Events and contributes to curriculum development.

(The work assigned to a position in this classification may not include all possible tasks in this work and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the positions management approved work schedule is required.)

Minimum Qualifications

Education: High school graduation or equivalent.

Experience: Four (4) years paid or volunteer experience in a paraprofessional or clerical position that included contact with clients/customers.

Substitutions: Post-secondary education in Vocational Education, Counseling, Human Services, Social Services, or another closely related field may substitute for two of the four years of the required experience.

Exam/Screening Process Information

This is a temporary, unclassified, at-will position. This position requires an open screening and selection process. There is no exam for this temporary unclassified, at-will, position. All applicants who meet the minimum qualifications will be forwarded to the hiring department for further consideration on an ongoing basis until all positions have been filled.

Definition of Unclassified from the Ramsey County Personnel Act:

Subdivision 1. General. "The appointing authority may discharge employees in the unclassified service with or without cause. Employees in the unclassified service have no right to a grievance appeal from discharge or other disciplinary action under sections 383A.281 to 383A.301. An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave, sick leave, health insurance, and other benefits as determined by the county board."
