THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.

The Employment Development Department (EDD) is looking for a highly motivated individual who is customer focused, creative, and enjoys working in a team environment. If you enjoy putting your communication, presentation, critical thinking, and problem-solving skills to use, this could be the position for you.
Under the supervision of Employment Program Manager I, the Employment Program Representative (EPR)-Disabled Veterans' Outreach Program (DVOP) Specialist assists veteran customers faced with significant barriers to employment through the delivery method of self-service, facilitated self-help, and staff-assisted intensive services. Promotes the programs and services offered by the Employment Development Department-Workforce Services (WS) Branch to job seekers, employers, workforce partners, and other community stakeholders. Provides employment services to veteran job seekers and recruitment assistance to employers following prescribed WS policies and procedures. Prepares and makes formal presentations regarding EDD-Workforce Services, benefits and features of CalJOBSSM to veterans, and engages audiences to utilize the America's Job Centers of California as a one-stop for employment and training services. Follow guidance under the Workforce Innovation and Opportunity Act (WIOA), Wagner-Peyser Act and primarily the Jobs for Veterans' State Grant (JVSG) funded activities. This position may require travel or be assigned to another office within the Cluster.
Position is located in Rancho Cucamonga, CA. The incumbent for this position must be willing and able to work at any of the three given AJCC's within the Rancho Cucamonga Cluster to include: San Bernardino, Rancho Cucamonga, and Victorville. Business hours are from 8:00 am to 5:00 pm, and candidate will be scheduled within these hours based on business needs.

This position requires local in-person workload and may be eligible for telework under EDD's telework policy. Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month. Travel and occasional overnight travel is required. Some outdoor event attendance is required. Occasional evenings and Saturdays are required. EDD Workforce Services has temporarily adopted a hybrid schedule for employees who can effectively perform their essential work functions remotely. After an initial training period, this position will allow for some telework opportunities. To determine a hybrid schedule opportunity, employee must have a successful 4-month probationary rating measure. All telework schedules are temporary, based on current conditions, and will be re-evaluated as conditions change.

Background Investigation Requirement
The position(s) may require an applicant to pass a background investigation. However, applicants will not be asked to provide information about a conviction history unless they receive a conditional offer of employment.
The department will make an individualized assessment of whether the conviction history has a direct or adverse relationship with the specific duties of the job and the work performed by the department. The department will consider potential mitigating factors, including, but not limited to, evidence and extent of rehabilitation, recency, nature and seriousness, and age at the time of the offense(s).
The investigation will consist of completion of a personal history statement and fingerprinting checks with the Federal Bureau of Investigation, Department of Justice, and/or local law enforcement agencies. Anyone failing to pass the background investigation will be provided information on how to appeal the process. A criminal conviction may not result in an automatic determination of "Not Qualified."
