The Employment Services Manager provides leadership and oversight for TECH's Community Rehabilitation Program (CRP) and community-based employment services.

This role is responsible for ensuring high-quality, person-centered vocational services that promote skill development, meaningful work opportunities, and progression toward competitive integrated employment whenever possible. The manager leads a team of staff, maintains compliance with all state and federal regulations, develops strong community and employer partnerships, and drives continuous improvement in employment outcomes for the individuals we serve.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Program Leadership & Operations

  • Oversee daily operations of the Community Rehabilitation Program (CRP), including the facility-based vocational program and community employment initiatives (supported employment, job placement, group supported employment, and job coaching).
  • Develop and implement program goals, policies, and procedures that align with TECH's mission and best practices in IDD employment services.
  • Promote a balanced approach that values both the current facility-based program and opportunities for greater community integration and competitive employment.
  • Ensure person-centered planning that respects individual preferences, abilities, and goals.

Staff Supervision & Development

  • Recruit, hire, train, supervise, and evaluate Employment Specialists, Job Coaches, Workshop Supervisors, and other program staff.
  • Provide ongoing coaching, professional development, and performance feedback to ensure high-quality service delivery.
  • Foster a positive, collaborative team environment committed to dignity, respect, and inclusion.

Service Delivery & Quality Assurance

  • Oversee vocational assessments, job development, job placement, on-the-job training, and long-term supports for individuals with IDD.
  • Monitor and improve employment outcomes, including retention rates, hours worked, wage levels, and progression to integrated settings.
  • Ensure accurate and timely documentation, billing, and reporting for Medicaid, Vocational Rehabilitation (VR), and other funding sources.
  • Maintain compliance with Kansas Department of Aging and Disability Services (KDADS), Community Supports and Programs licensing standards, and all applicable federal regulations (including those related to 14(c) certificates).

Community & Employer Relations

  • Build and maintain strong relationships with local employers, businesses, and community partners in Hutchinson and Reno County to create meaningful employment and contract opportunities.
  • Market TECH's employment services and advocate for the hiring of individuals with disabilities.
  • Collaborate with the Kansas Vocational Rehabilitation agency and other community stakeholders.

Budget, Compliance & Reporting

  • Manage the program budget, monitor expenses, and contribute to funding requests and grant opportunities.
  • Track program metrics and prepare regular reports on outcomes, productivity, and service quality for leadership and funders.
  • Participate in agency-wide initiatives, accreditation processes, and strategic planning.
