Job Title:EMS Subject Matter Expert (SME) and Quality Assurance Lead
Location: Seattle, WA (Remote with Ocassional travel)
Duration: 12 Months
Project Supported:EMS Upgrade and OpenAAR add-on
Work Schedule:Standard Business hours, SCL core hours if on a different time zone, and nonstandard business hours to support Go-Live or specialized project activities
Work Location:Remote; with occasional travel to the site to support specialized activities

Position Summary
We are seeking an experienced OSI Monarch Technical Subject Matter Expert (SME) and Quality Assurance Lead to support a large-scale Energy Management System (EMS) Upgrade project for a public utility. This is a long-term remote opportunity with occasional travel, focused on upgrading the OSI Monarch EMS platform, supporting testing and quality assurance activities, and providing technical leadership throughout the project lifecycle.
The ideal candidate is a hands-on EMS/SCADA professional with extensive experience in utility control center operations, OSI Monarch upgrades, and electric power systems. This individual will collaborate with cross-functional teams, ensure the successful implementation of the upgraded system, and provide technical guidance during planning, testing, deployment, and production support.
Required Skills
  • 5–10+ years of hands-on experience with OSI Monarch Energy Management Systems (EMS)
  • Strong experience with SCADA/EMS implementations, upgrades, and support
  • Experience completing at least one OSI Monarch upgrade project
  • Deep understanding of Electric Utility Control Center Operations
  • Experience with ICCP, DNP3, Modbus, real-time databases, and utility communications
  • Knowledge of EMS Architecture, Power System Operations, and real-time applications
  • Experience with OSI Monarch modules such as:
    • SCADA
    • GMS/EMS
    • AGC
    • OpenNet
    • OpenHIS
    • CHRONUS
    • OpenCALC
    • FEP
    • LocalIO
  • Experience working in NERC CIP regulated environments
  • Familiarity with CAISO or other ISO/RTO electricity markets (PJM, MISO, ERCOT, NYISO, ISO-NE, SPP)
  • Experience creating and executing FAT, SAT, regression testing, and QA plans
  • Strong troubleshooting, documentation, and technical leadership skills
  • Ability to work independently and communicate effectively with engineering, IT, operations, and project stakeholders
Key Responsibilities
  • Lead technical activities for the OSI Monarch EMS upgrade project
  • Perform installation, configuration, migration, and system integration
  • Support EMS configuration, customization, and application upgrades
  • Troubleshoot technical issues and resolve system defects
  • Develop and execute comprehensive test plans
  • Lead Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), and system validation activities
  • Track defects, perform regression testing, and maintain quality documentation
  • Coordinate with internal utility teams, project management, and third-party vendors
  • Provide technical guidance, documentation, and knowledge transfer throughout the project
  • Support production cutover, Go-Live, and post-implementation stabilization
Bonus Skills
  • Experience with OpenAAR (Ambient Adjusted Ratings)
  • WEIM (Western Energy Imbalance Market) integration experience
  • Experience working with Government-Owned Utilities
  • Knowledge of OSISoft PI
  • PostgreSQL and Oracle database experience
  • Linux shell scripting and SQL
  • Experience with SEL RTAC
  • Exposure to ADMS, DERMS, or Distribution Automation systems
  • Utility Cyber Security or NERC CIP security certifications
  • Experience with GPS timing systems and frequency management
