Job Description

The EMT Mobile Integrated Health (MIH) provides skilled, professional, and compassionate mobile integrated healthcare to the citizens of Onslow County. This role focuses on bridging gaps in healthcare and social services by providing direct care, patient education, collaboration with community partners, and care coordination. The EMT functions as a vital member of the Community Paramedic Program, addressing both medical and social needs to improve overall health outcomes and reduce strain on emergency services. Work is performed under the direct supervision of the Community Paramedic Captain.

Position Responsibilities

  • Performs all job duties and responsibilities as described for EMT.
  • Provision of Care Coordination to include examining and screening health services for patients.
  • Coordinates referrals to appropriate medical and mental health providers, as well as community partners
  • Conducts patient education, includes diabetes prevention/treatment, hypertension, Congestive Heart Failure (CHF), Chronic Obstructive Pulmonary Disease (COPD), falls assessments, injury evaluation, geriatric frailty visits, and nutrition.
  • Assesses for and serves as an advocate for social needs such as food insecurities, housing insecurities, etc.
  • Participates in overdose response and follow-up program in partnership with law enforcement, EMS, hospital emergency departments, and treatment providers.
  • Communicates ideas effectively, including the preparation of all required documentation.
  • Attends community meetings and provides community trainings, as requested.
  • Preform other duties as assigned depending on the community need and/or home situation.
  • Maintains thorough and complete patient care records in a timely manner
  • Performs assigned functions as a Disaster Ready Team (DRT)
  • Performs related tasks as required.

Qualifications

Thorough knowledge of the Onslow County EMS system; thorough knowledge of emergency medical care techniques and procedures; crisis intervention skills and techniques; thorough knowledge of mental health, substance use/abuse, and at-risk patient populations; general knowledge of comprehensive opioid, stimulant, and substance abuse site-based programs, thorough knowledge of community paramedicine concepts; ability to thoroughly evaluate, assess, and differentially diagnose patients conditions and communicate clearly with professional medical personnel; ability to follow oral and written instructions; ability to communicate effectively both orally and in writing; ability to establish and maintain cooperative working relationships with medical providers, fellow employees, patients, and the public; and ability to prepare reports.

Physical Requirements:

This work requires the regular exertion of up to 25 pounds of force, frequent exertion of up to 50 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires standing, walking, sitting, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and pushing or pulling, frequently requires stooping, kneeling, crouching or crawling and repetitive motions and occasionally requires climbing or balancing and tasting or smelling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to wet, humid conditions (non-weather), exposure to outdoor weather conditions, wearing a self-contained breathing apparatus and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment and occasionally requires working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock, working with explosives and exposure to vibration; work is generally in a moderately noisy location (e.g. business office, light traffic).

Education, Experience, and Special Requirements

High school diploma or GED with coursework in emergency medical services, or related field and considerable experience as a basic emergency medical technician in a 911 system, or equivalent combination of education and experience.

Special Requirements:

  • Valid drivers license.
  • Currently credentialed to function as an EMT in the Onslow County-Camp Lejeune EMS System or the ability to gain credential within six months of hire.
  • ICS 100, 200, 700, and 800
  • Preferred: Community Paramedic/Mobile Integrated Healthcare Training Program
  • Preferred: Associate degree in Emergency Medical Science

Health Insurance

Health Insurance is provided by BlueCross BlueShield of North Carolina and covers a wide variety of healthcare services.

Dental insurance is provided by Delta Dental to full-time employees and covers a percentage of basic to major dental procedures, including orthodontia for children and adults.

Vision insurance is provided by MetLife to full-time employees and covers a variety of materials (contacts and glasses frames/lenses) and an annual eye exam.

North Carolina Local Governmental Employees Retirement System

Eligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit.

NC401k

The County contributes 1% of employees gross salary into the 401(k) account regardless of the employees deferral amount. In addition, the County matches employee deferrals up to an additional 4%.

Vacation Leave

Regular full-time employees earn 13.5 days of vacation leave per year. With each 5-year increment of employment, vacation accrual increases.

Sick Leave

Regular full-time employees earn 12 days of sick leave per year.

Paid Holidays

County employees receive paid holidays annually. The Board of County Commissioners approves and may adjust the schedule as deemed necessary.

ComPsych Mental Health Services

The County provides Mental Health and Life Services through ComPsych to help employees and their families with personal, family and job-related problems such as counseling, crisis support, work-life resources, legal and financial consultations, and organizational support tools.
