Job Summary

We are seeking a technically skilled Encroachment Engineer to support our Operations team. This individual contributor is responsible for evaluating the safety and impact of construction activities near pipeline facilities through engineering assessments, including design reviews and stress calculations. The role requires strong technical expertise, communication, and coordination skills to effectively collaborate with internal teams and third parties while ensuring the integrity and safe operation of pipeline assets.


Job Description

  • Review construction documents provided by the Encroaching Entity
  • Evaluate proposed construction and compare it to Company standard requirements
  • Coordinate with the Encroaching Entity to confirm their scope and resolve conflicts
  • Coordinate with internal departments—including Integrity, Corrosion, Compliance, Land, and Operations—to confirm the condition of the Company pipeline(s) and integrate their evaluations into the technical report
  • Perform required analyses (stress, seismic, etc.), mark up drawings, and prepare technical reports
  • If a mitigation project is not needed, submit a technical report with safety stipulations to be included in the approval letter
  • If a mitigation project is needed, submit a request to execute a pipeline protection or pipeline relocation project
  • Review plan and profile drawings
  • Effectively communicate and work with third parties, including private and public entities, to fully evaluate the scope of the encroachment, the proximity to Company pipelines or Company rights-of-way, and the potential impact on facilities
  • Ensure proposed development and construction are designed and constructed in accordance with the Company's Encroachment Evaluation Specifications and Regulatory Agency requirements
  • Perform pipeline stress analyses associated with encroachments, including heavy equipment crossings, roadway crossings, and railroad crossings over existing pipelines, and provide pipeline protection and/or mitigation recommendations where applicable
  • Provide written recommendations, design modification guidance, and stipulations for Encroachment Agreements or Letters of No Objection issued to the Encroaching Entity by the Company Land Department
  • Coordinate and attend meetings with various internal departments and third parties as required
  • Effectively manage multiple fast-paced cases and adjust priorities as needed in a dynamic work environment

 

Skills Required

  • Requires 0–8 years of experience in field engineering, project engineering, utility coordination, or encroachment engineering
  • Experience with API 1102
  • Familiarity with GIS, Google Maps, and Bluebeam software
  • Ability to work on multiple assignments simultaneously
  • Ability to analyze and evaluate dredging activities and their impact on Company pipeline(s)
  • Ability to effectively comprehend and mark up engineering and/or Department of Transportation (DOT) construction drawings
  • PE licensure in the State of Texas, or the ability to obtain PE licensure within 6 months of hire, is a plus
  • Excellent written and verbal communication skills

 

Education/Training/Certifications

  • Bachelor's degree in Civil Engineering or Mechanical Engineering
