As an Encroachment Specialist II, III, or Sr, you will manage land rights and encroachment activities that support the construction, operation, and maintenance of pipelines and facilities. You will work with landowners, contractors, governmental agencies, operations, and other internal stakeholders to evaluate proposed crossings and developments, secure required approvals, mitigate risk, and ensure compliance with company and regulatory requirements.

Depending on experience and level, you may lead complex negotiations, provide technical guidance, support process improvements, and serve as a subject matter expert in encroachment management.

Responsibilities/Expectations:

  • Communicate with contractors, landowners, governmental agencies, and internal stakeholders regarding encroachment requirements for proposed crossings and developments
  • Review and process encroachment requests to ensure compliance with company standards, legal requirements, and regulatory obligations
  • Research public records, land data, and property information to support encroachment and land rights activities
  • Secure, manage, and document land rights, agreements, permits, and approvals associated with infrastructure projects
  • Coordinate with operations, legal, engineering, environmental, and other internal teams to facilitate review and resolution of encroachment matters
  • Maintain accurate records related to pipeline crossings, encroachments, and associated agreements
  • Track project information and provide timely updates to internal and external stakeholders
  • Prepare, review, and assist with agreements, easements, and right-of-way documentation
  • Provide guidance and training on encroachment processes and best practices
  • Lead or participate in stakeholder meetings to review project status and pending encroachment activities
  • Develop process improvements and performance metrics related to encroachment management (III/Sr levels)
  • Mentor less experienced team members as appropriate (III/Sr levels)
  • Other duties as assigned

Education/Years of Experience:

Encroachment Specialist II

  • Required: High school diploma or GED and five (5) years of experience in the oil and gas industry
  • Preferred: Bachelor's Degree in Business Administration, Real Estate, Law, Environmental Studies, or a related field

Encroachment Specialist III

  • Required: High school diploma or GED and eight (8) years of experience in the oil and gas industry
  • Preferred: Bachelor's Degree in Business Administration, Real Estate, Law, Environmental Studies, or a related field

Encroachment Specialist Sr

  • Required: High school diploma or GED and ten (10) years of experience in the oil and gas industry
  • Preferred: Bachelor's Degree in Business Administration, Real Estate, Law, Environmental Studies, or a related field

Other Requirements:

  • Demonstrated organizational and interpersonal skills with a strong commitment to safety
  • Proficiency in Microsoft Office applications and general PC skills
  • Ability to read and interpret legal agreements, deeds, easements, contracts, construction drawings, and right-of-way documentation
  • Knowledge of land acquisition, encroachment management, permitting, and right-of-way practices
  • Strong communication, negotiation, and relationship-building skills
  • Preferred: Experience drafting legal agreements
  • Preferred: Experience managing field encroachment issues
  • Preferred: Understanding of the 811 "Call Before You Dig" system
  • Preferred: Established relationships with operations and field personnel
