The Energy Manager is responsible for implementing the energy master plan and advancing ongoing resource conservation strategies for Pierce College. This position recommends and implements strategic initiatives that promote cost savings measures and efficiencies across the district while enhancing operations and client services.
The Energy Manager monitors and analyzes energy resource use at each facility; develops and implements resource efficiency and reduction practices; provides education and training for facility occupants, maintenance, custodial, and administrative staff; consults on Leadership in Energy and Environmental Design (LEED) standards for remodels and new construction projects; advises on space utilization; and fulfills mandatory reporting and implementation requirements related to energy use and reduction measures.
This position reports directly to the District Director of Facilities and Operations of Pierce College District. This position requires regular and consistent attendance.

Essential Functions
The Energy Manager will be responsible for the following duties, including but not limited to:
Strategic Energy Management & Program Implementation
Work with Pierce College Operations & Facilities Division and other internal and external partners to develop and implement the Energy Management Plan (EMP) and Operations & Maintenance (O&M) Program.
Ensure the EMP and O&M Program are updated and comply with the requirements of the Clean Buildings Performance Standard and meet Energy Use Intensity targets.
Develop, implement, and manage sustainability projects to include increasing energy efficiency and reducing natural resource consumption.
Lead interdepartmental teams to prioritize strategies and plans for cost effective energy use.
Review building plans and operations to ensure incorporation of conservation measures.
Conduct on-site resource surveys and assessments of facilities to identify efficiency measures and best practices.
Prioritize recommendations for practical and effective no-cost/low-cost energy and resource saving measures.
Present recommendations to administrative staff. Review related technical documents.
Energy Data Analytics, Reporting & Performance Optimization
Develop and maintain an energy/utility database, report resource use at each facility, perform trend/use analysis, and develop plans to maximize use efficiency; advise the Director and other administrators on the district's utility costs and consumption.
Track and monitor resource consumption, costs and conservation performance and create a dashboard and reporting system that communicates clearly to employees, managers, council, and the public.
Maintain Energy Star Portfolio Manager records and reporting.
Conduct technical and policy-related planning to support energy efficiency initiatives.
Alert department staff and utility providers on areas for improvement and opportunities to increase conservation effectiveness.
Train building staff and occupants in conservation measures to increase awareness of the impact of behaviors on resource use and costs.
Work with department supervisors to recommend targets and goals to the executive management team.
Partnerships, Regulatory Compliance & Resource Development
Act as a primary point of contact with other state agencies as well as public utility companies for energy conservation, utility grant/rebates, clean buildings standards, and green initiatives.
Work with utilities and other partners to seek grants and other incentives and rebate opportunities.
Provide input to division leadership on how energy management aligns with the Capital Management Plan.
Coordinate and interface with regulatory agencies such as the Department of Ecology, Department of Commerce, and the State Board for Community and Technical Colleges.
Share best practices with other Energy Managers and programs.
Represent the college with utility providers, federal, state and local governments, at meetings, seminars, and conferences related to conservation and sustainability.
Campus Engagement and Communication
Oversee and promote the involvement of all levels of the college to take ownership for the success of conservation programs.
Develop presentations, campaigns, and internal communications in various media.
Advise on efficient space utilization strategies.
Collaborate with facilities staff on HVAC occupancy scheduling and building occupants to maximize off peak savings during low occupancy periods.
Support and advance the college's strategic plan and perform other duties as assigned.
Qualifications
Education Required
Experience Required
Experience developing an Energy Management Plan (EMP) and Operations & Maintenance (O&M) Program.
Experience working in Clean Building Portal and ENERGY STAR Portfolio systems.
Experience with LEED buildings and systems.

Current Qualified Energy Manager (QEM) certification.

Terms of Employment
This is a full-time administrative - exempt position. The primary work location will be at Pierce College, Fort Steilacoom campus. Frequent travel to Pierce College campuses or other sites may occur. Standard work hours are between 8:00 am to 5:00 pm, Monday through Friday, with occasional evening and weekend hours required. This position may be eligible for occasional remote work once the incumbent is established in the role. Regular and consistent attendance is required.
Salary & Benefits
The salary range for this position is $81,552.00 - $100,900.00 annually. The salary will be determined based on the candidates qualifications and related experience. Typically, new hires start no higher than $84,951.00/year, based on Pierce Colleges Administrative/Exempt Compensation Plan.

Physical Work Environment
This position works indoors in an office environment. Some moderate physical effort is required to perform field surveys and assessments, to collect meter data and to actively monitor building performance. Assessments in confined spaces may be occasionally necessary.

Leave
