Position Information

The Department of Environmental Services, Refuse Collection and Disposal Division is hiring an Energy Recovery Engineer to assist the Energy Recovery Administrator with monitoring the operating contractors performance at the H-POWER (Honolulu Program of Waste Energy Recovery) waste-to-energy plant.

What You Will Do:

  • Monitor daily plant operations to ensure compliance with safety, environmental, and regulatory requirements, and advise operators of any deficiencies.
  • Prepare technical recommendations for intermediate and long-range waste-to-energy program goals.
  • Maintain engineering records to track waste processing quality and quantities.
  • Analyze system performance to ensure energy recovery, capacity, environmental, and weight reduction targets are met.
  • Monitor contract compliance and coordinate corrective actions when needed.
  • Act as an engineering liaison with internal teams, government agencies, haulers, and the public.
  • Perform other related duties as needed.

Special Work Conditions:

  • Daily work requires inspections of industrial site, requires use of such safety equipment on a full time basis as: hard hat, safety glasses, climbing belt, safety shoes, and periodic use of various types of respirators, as well as knowledge on use of emergency chemical showers/eye wash equipment, etc.

Minimum Qualification Requirements

EDUCATION REQUIREMENT:

Equivalent to graduation from a regionally-accredited four year college or university with a bachelor's degree in an engineering specialty.

Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. EXPERIENCE REQUIREMENT:

One (1) year of registered professional engineering experience in the planning, design, and/or operation of a large oil, coal, waste, or nuclear fueled power plant.

Must be able to:

  • Understand design requirements for large oil, coal, waste-to-energy, nuclear power plants, and other energy recovery facilities.
  • Apply construction standards and requirements and address related challenges.
  • Interpret power plant plans and specifications.
  • Apply engineering principles and practices related to the design, construction, maintenance, and operation of waste-to-energy and other energy recovery facilities.
  • Coordinate, review, and monitor complex plant designs and power contracts related to the construction, maintenance, and operation of power plants.

Preferred Experience: Experience in the planning, design, and/or operation of a large waste-fueled power plant.

LICENSE REQUIREMENT:

Current State of Hawaii registration as a professional engineer in civil, mechanical, electrical, or structural engineering.
