Introduction

The Maryland Alcohol, Tobacco, and Cannabis Commission (ATCC) is seeking a qualified individual to join its Field Enforcement Division as a Law Enforcement Agent for a future opening. This is an opportunity to serve the State of Maryland in a dynamic law enforcement environment focused on protecting the public, promoting regulatory compliance, and safeguarding state revenues.

The ATCC is responsible for regulating Marylandâs alcohol and tobacco industries and enforcing laws and regulations governing the lawful sale, distribution, and possession of alcohol and tobacco products. The Commission also supports the Maryland Cannabis Administration and Marylandâs regulated cannabis industry by conducting inspections, investigating suspected violations, and taking appropriate enforcement action to ensure compliance with applicable laws and regulations.

The ATCCâs mission is to advance public safety, support economic growth, and reduce public harm by promoting the responsible sale and consumption of alcohol, tobacco, and cannabis products through consistent and predictable administration and enforcement. The Commission accomplishes this mission through regulatory expertise, effective enforcement practices, modern technology, sound operational processes, and the continuous evaluation of emerging products, industry practices, and regulatory approaches.

Main Purpose of Job

The Field Enforcement Division plays a critical role in fulfilling the ATCCâs public safety mission. Field Enforcement Agents work throughout Maryland to protect consumers from illicit and unauthorized alcohol, tobacco, and cannabis products entering the marketplace while helping ensure that state revenues are protected.

Agents conduct routine and unannounced inspections, investigations, surveillance, compliance checks, interviews, evidence collection, and enforcement operations involving businesses and individuals regulated by the ATCC. Agents are responsible for identifying violations, documenting investigative findings, seizing contraband when authorized, preparing detailed investigative reports, and providing testimony in administrative and judicial proceedings when required.

The Field Enforcement Division also provides education and guidance to the regulated industries through a balanced approach of inspection, education, and enforcement. Agents work to promote voluntary compliance while taking decisive enforcement action when violations threaten public safety, undermine the integrity of Marylandâs regulated industries, or result in the unlawful sale or distribution of regulated products.

As Marylandâs alcohol, tobacco, and cannabis industries continue to evolve, the Field Enforcement Division strives to maintain a modern, adaptable, and consistent enforcement program. Agents must be prepared to respond to changes in legislation, emerging products, evolving business practices, and new methods used to circumvent Marylandâs regulatory requirements.

The ATCC headquarters is located in Baltimore City however; Enforcement Agents are generally assigned in the field to regional areas throughout the state.Â

POSITION DUTIES

MINIMUM QUALIFICATIONS

Qualified applicants must have the following qualifications.Â

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate as described in the Maryland Police and Corrections Training Commission regulation.

Experience: Four years of experience as a police officer investigating crimes including motor vehicle accidents and responding to emergency calls for police services or as an Enforcement Agent responsible for assessing and enforcing compliance to laws and regulations pertaining to commodity products such as, but not limited to, alcoholic beverage, tobacco product, cannabis products and related revenue laws and regulations.

Notes:

1. The above education requirement is set by the Maryland Police and Corrections Training Commission in accordance with Public Safety Article, Section 3-209, Annotated Code of Maryland.

2. Applicants may substitute additional education in criminal justice or law enforcement, at an accredited college or university, at a rate of 30 credit hours for each six months of the required experience for a maximum of two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in general inspection, investigation, enforcement, and compliance classification or general inspection, investigation, enforcement, and compliance specialty codes in the logistics field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Qualified candidates must have the following qualification:

Only currently certified MPCTC police officers, or applicants that meet the qualification for recertification as a sworn police officer in Maryland due to a separation in police service for less than 3 years, will be considered in accordance with MD Public Safety Code, Section 3-210 (a) will be considered.Â

DESIRED OR PREFERRED QUALIFICATIONS

The following are preferred qualifications:

2 years experience with criminal investigations, any specific unit assignments, and report preparation and testimony.

6 months experience conducting compliance inspections of businesses.

1 or more special assignments where you have been a part of as a team member or leader.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties, which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operatorâs license valid in the State of Maryland.

2. After training, employees in this classification will be required to maintain periodic certification of essential marksmanship in the firing of a handgun and other firearms that may be necessary to carry out assignments.

3. Employees in this classification must have successfully completed the Entrance Level Police Training Course required by the Maryland Police and Corrections Training Commission and hold a current police officer certification by the Maryland Police and Corrections Training Commission.

SPECIAL REQUIREMENTS

1. Selection standards for police officer certification are established by the Maryland Police and Corrections Training Commission in accordance with Public Safety Article, Section 3-209 of the Annotated Code of Maryland. These selection criteria are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 04, Chapter 01 and include the following: Appointment as a police officer, U.S. Citizenship; A complete background investigation; Oral interview; Physical examination; Possession of a Driver''s License valid in the State of Maryland.Â

2. Employees in this classification are subject to be on call 24 hours a day and must provide the agency with a telephone number where they can be reached.

3. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

4. Employees in this classification may be required to bear firearms and to demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis.

5. Employees in this classification may be subject to assignment in any area of the State.

6. Employees in this classification may be subject to long hours of driving to out of state locations.

7. Employees in this classification may be subject to extended workdays on a regular basis.
