Description

This is a professional position investigating and enforcing domestic support agreements.

An employee in this class locates and arrests individuals delinquent in payment of support or for failure to appear as directed the Court. Locating difficult-to-find offenders using various police investigatory techniques is an important part of this work. Arrests may require surveillance during night and weekend hours, use of force and restraint, and exposure to dangerous situations. Employees may be required to arrange for assistance from other police departments as required. Follow-up work on arrests includes preparation of reports on the disposition of defendants and appearances in Court to verify conditions of arrest.

Employees are also assigned counseling duties with difficult or uncooperative clients, to attempt to bring about satisfactory payment arrangements, short of requiring arrest. Employees also supervise and counsel persons placed on probation as a result of failure to adhere to support agreements.

Essential Duties and Responsibilities

  • Conduct investigations to locate delinquent support payors.
  • Serve legal notices on delinquent parties or takes them into custody as required by direction of Court.
  • Prepares necessary defendants reports and records.
  • Conduct conferences with delinquent clients to attempt to bring about satisfactory payment arrangements.
  • Testify in Court regarding arrests, service of papers, etc.
  • Monitors the activities and necessary requirements of persons placed on probation and assure that they meet probation.

Required Knowledge, Skills and Abilities

  • Knowledge of police procedures and arrest techniques and practices.
  • Ability to learn and apply laws and regulations relating specifically to Domestic Relations cases.
  • Must possess ability to build confidence and deal authoritatively with people under stress.
  • Must possess ability to carry out technical legal procedures under potentially dangerous conditions calmly and correctly
  • Must possess ability to express ideas clearly both orally and in writing.
  • Must possess ability to establish effective working relationships with government agencies, police departments and clients.

Minimum Qualifications

  • A Bachelors degree from an accredited college or university, preferably within the criminal justice or sociology field of study. One years experience of social work is desired but not mandatory.
  • All successful applicants undergo a six month trial period followed by a six month probation period from the date of employment to develop and gain an understanding of policies and procedures and to develop competency.

Attention: All new hires must qualify annually with a department issued firearm and ammunition on a designated course as instituted and approved by the Pennsylvania Firearms Education and Training Commission.

I. Medical Insurance

The coverage begins for the employee the on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plan varies by the coverage selection and the number of dependents; and may be subject to collective bargaining agreement. The employee may also elect to opt out of the Countys medical insurance if proof of coverage is provided. Under this arrangement, the employee is provided with an annual opt out payment.

II. Vision and Prescription

The coverage begins for the employee on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Contributions may vary, subject to collective bargaining agreement.

III. Dental Coverage

The coverage begins for the employee on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Contributions may vary, subject to collective bargaining agreement.

IV. Life Insurance

A $50,000 life insurance policy is afforded to full-time employees, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement.

V. Retirement

All full-time employees and part-time employees working more than 1,000 hours per year qualify for Luzerne County retirement benefits, in which employees must contribute 5% of their earnings, and may choose to add to an additional voluntary contribution, not to exceed an additional 10%.
