OUR MISSION:

Our mission is to ensure the physical and operational integrity of the regional flood risk management system in southeastern Louisiana as a defense against floods and storm surge from hurricanes. We accomplish this mission by working with local, regional, state, and federal partners to plan, design, construct, operate and maintain projects that will reduce the probability and risk of flooding for the residents and businesses within our jurisdiction.

About this Position:

This position serves as the agency's Levee Safety Engineer and Inspection Team Leader, providing professional engineering support for the inspection, maintenance, design, construction, and permitting of SLFPA-E's flood protection systems and facilities throughout the parishes of Orleans, St. Bernard, and East Jefferson.

The incumbent leads and coordinates comprehensive inspections of levees, floodwalls, floodgates, marine navigation complexes, and other critical infrastructure. This includes routine quarterly, semi-annual, and annual inspections, as well as inspections following hurricanes, high-river conditions, and other significant weather events. The position assists with preparing required inspection reports and works with Operations and Maintenance personnel to develop repair scopes and coordinate corrective work.

The position also serves as a project manager for capital improvement and repair projects involving flood protection infrastructure. Responsibilities include reviewing plans, applying engineering judgment, monitoring construction activities, coordinating with contractors and consultants, evaluating proposed plan changes, reviewing project records and payment estimates, and assisting with construction and claims management.

In addition, the incumbent reviews permit applications for compliance with SLFPA-E, U.S. Army Corps of Engineers, and state requirements; communicates permitting requirements to applicants, contractors, engineers, and the public; and performs inspections to verify ongoing permit compliance.

The role provides functional supervision, training, and technical guidance to engineering staff, technicians, and consultants. The incumbent must also be available to report for duty during hurricanes, high-water events, flooding threats, and other emergency conditions.

Minimum Qualifications

Possession of a current Louisiana license to practice professional engineering plus one of the following:

Two years of licensed engineering experience; or

Six years of professional engineering experience;

EXPERIENCE SUBSTITUTIONS:

A masters degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:

Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineers license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. Job Duties and Other Information

Job Duties:

The incumbent will serve as the Levee Safety Engineer and Inspection Team Leader and will receive broad supervision from the Director of Engineering of the Southeast Louisiana Flood Protection Authority East (SLFPA-E) and is directly supervised by an Engineer 6. This position provides functional supervision of staff and engineering consultants.

The incumbent of the position assists the Engineering department with the planning, design, construction and inspection of flood protection systems (including levees, floodwalls, floodgates and other such structures) and other buildings and structures under the jurisdiction of SLFPA-E within Orleans, St. Bernard, and East Jefferson parishes.

  • Trains and instructs technicians, engineering staff and consultants as needed
  • Plans, coordinates and executes thorough inspections of the agencys various flood protection system components. Inspects levees, floodgates, floodwalls, and marine navigational complex structures to ensure critical infrastructure is in good working condition as needed
  • Serves as a project manager on capital improvement projects using engineering judgment and principles. These projects include levee construction and repair projects, floodgates, floodwalls and other flood protection system features

Position-Specific Details:

Appointment Type: This appointment type can be filled as Probationary, Promotional, Lateral Transfer, Detail to Special Duty, or Job Appointment.

Career Progression: This position does not participate in a CPG

Work Schedule: This is a full-time position (40-hour work week); it offers a flexible work schedule.

Compensation: The salary offered will be determined based on qualifications and experience.
