Construction Engineer
Construction Engineer Charleston, SC - Primary Location with Travel to Newport News, VA Contact: $42.05-$51.78/hr
Travel required. Plans, designs, and oversee the construction of new or expanded facilities. Prepares architectural, engineering, and cost estimates, functional studies, construction plans, specifications, and schedules. Obtains and supervises outside contractors. Recommends architectural and engineering design procedures and standards for the planning and design of facilities. Supervises the detailed design, budgetary costing, standardized construction, and final inspection of facility projects. Conducts construction surveillance to ensure adherence to contractual requirements. Provides engineering consulting services to local and divisional offices.
This position is responsible for all aspects of infrastructure projects: design, bid & award, construction, commissioning, LCAM, and close-out for projects. Responsibilities include:
• Conducting studies, assessing risk, developing options, and producing High-Level Feasibility Estimates (HLFEs). • Development of project plans to include project justification, scope, deliverables, risks, budget, and schedule. • Collaborating with design agents, technical experts, and other stakeholders on design and project execution plans. • Ensuring that designs meet performance goals and constructability objectives. • Ensuring the safety of team members, shipyard employees, and contractors in the implementation of projects. • Ensuring that project complies with all local, state, and federal regulations. • Selection and oversight of qualified suppliers to implement project work in a safe and high-quality manner. • Ensuring quality and accuracy of contract and deliverables, including design and technical specifications. • Financial aspects of the project to include budgeting, progressing, and contractor payment approval. • Schedule adherence and critical path management.
This position is responsible for projects at a remote site. Continuous collaboration with stakeholders at the remote site will be required.
Basic Qualifications:
A Bachelors Degree and 5 years of relevant exempt experience is required. A Bachelors Degree in engineering from an ABET-accredited program is preferred. The following relevant Bachelor degrees may be used in lieu of an ABET Engineering Degree: Construction Engineering, Project Management, Construction Management, or relevant Construction degree. Any combination of the following qualifications is desired:
• Knowledge of utility distribution systems and facility infrastructure design and construction. • Experience in developing design criteria and contract documents (drawings, specifications, etc.), establishing execution strategies, and selecting the appropriate contract/procurement approach for the type of project and desired contract deliverables. • Experience in managing a high volume of minor and major projects and suppliers of engineering services, materials, and construction services simultaneously and enforcing associated contractual requirements. • Experience in developing specifications for purchase and installation of all project products, equipment, and materials. • Experience in coordinating multi-trade projects, including electrical, mechanical, excavation, power, lighting, telecom, etc. • Familiarity with the National Electric Code, ASME Codes, including power piping B31.1 and section IX welding and brazing, Virginia Uniform Statewide Building Code, International Building Code, City of Newport News Code of Ordinances, ADA compliance, NFPA requirements, and being familiar with obtaining city permits and special inspection requirements for building permits. • Familiarity with construction lifting and handling operations and working around cranes. • Registered Professional Engineer. • Experience with SAP, including creating work orders, creating operations, obtaining confirmation numbers, researching purchase orders and requisitions.
