Description of Work

This position is for skilled professional engineering work that will serve as an Engineer II/Senior Assistant Resident Engineer in the District 11/District 2 Construction Office in Watauga County. The employee in this position is responsible for minor and major construction projects, supervising employees and preparing and evaluating the performance of these employees. The employee in this position must be proficient at plan reading, highway engineering calculations, and the survey instruments necessary to supervise the stake-out- of line grade for roadways and structures. Employee in this position is responsible for consultation investigation, evaluation and planning, design, design review and approval, and/or determination of environmental and safety impacts of work processes and products (building, utilities, systems sites, mapping, or infrastructures); provide project management oversight, which may include supervision of lower level technical and professional staff, oversee or review environmental infrastructure and geomatic project; and manage implementation of projects/plans according to codes and regulations, which may include approval authority. Work assignments may involve unique factors and be lacking in precedence on which to base decisions and may be technically complex as evidenced by a high number of variables and inter-related considerations. Work is often performed independently requiring professional knowledge of complex and/or detailed technical procedures. Work may require considerable public contact to explain standards and regulations, or appearance before a regulatory/judicial body, provide consultation and technical assistance, and may require negotiation to determine the feasibility of project implementation or continuation. Work may require professional licensure or other certifications. Work performed includes exercising judgment and decision making that directly impacts life, health, safety, and/or the environment. Position develop and manage program/project plans. Position provides consultation on issues and requests from clients and/or higher-level professionals to discuss alternative solutions and may supervise/mentor staff. Work may include other duties and/or responsibilities as assigned. May be required to work nights, weekends, holidays, and extended hours as necessary. Duties of the position included preparation of monthly estimates, final estimates and written and oral communication with contractors, inspection personnel, utility companies, and the general-public, to ensure compliance with contract plans, standards and specifications. This employee will also evaluate data collected by field personnel and prepare technical letters and reports, review contract plans, specifications, and materials testing results. The employee in this position requires minimal supervision from the Resident Engineer. Employee must be able to legally operate a State Vehicle.

Management prefers applicants with the following:

  • Considerable knowledge of contract administration to ensure projects are constructed in accordance with the department's specifications, standard drawings and policies.
  • Considerable knowledge of customer service experience related to resolving problems that involve explaining engineering concepts to various customer groups.
  • Demonstrated ability to understand, explain and administer highway contract construction projects.
  • Experience interpreting construction plans, provisions, specifications, policies, procedures and regulations.
  • Experience training, planning, coordinating, and supervising the work of other employees.

Minimum Education and Experience

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.

Necessary Special Requirements

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
