As part of a progressive career ladder, the Engineer II performs professional and technical general civil engineering work. This engineering series is responsible for the design, permitting, and construction oversight of public infrastructure, requiring a balance of office-based analysis and field-based inspections performed with a high degree of precision and professionalism.
The Engineer II performs intermediate to advanced technical work with minimal oversight. This role supports and may lead complex projects, providing technical support and coordinating with junior staff. Incumbents are expected to demonstrate significant technical proficiency and independent judgment while executing a diverse range of engineering projects and public infrastructure improvements.

Project Management & Design
Manages and oversees capital improvement projects (CIP) from planning through closeout, developing scopes, schedules, and budgets.
Develops concept designs and participates in the evaluation of project proposals, cost estimates, and bidding.
Manages the preparation of detailed specifications and plans for infrastructure projects.
Researches, applies for, and manages grants for assigned capital projects.
Construction & Operational Oversight
Provides technical oversight of construction activities, resolves field conflicts, and reviews contractor submittals.
Reviews and approves Temporary Traffic Control (TTC) plans and coordinates road closures or detours.
Manages the review process for private development applications, assessing site plans for drainage, utility connectivity, and traffic safety; ensures all proposed public infrastructure within the right-of-way meets City standards and specifications.
Provides technical expertise to DPW departments to maintain roadways, sidewalks, and utility systems.
Public Engagement and Planning
Integrates public needs into designs by working with community representatives and resolving complex complaints.
Performs modeling and data analysis to support long-range planning and decision-making.
Participates in asset management and condition assessment programs.
Provides technical guidance, work review, and mentorship to Engineer I staff or technicians.
Qualifications

Surveying & Environment: Solid knowledge of land surveying principles and practices, environmental impact assessment, and related regulatory processes.
Construction: Thorough knowledge of methods, materials, and techniques used in the construction of public works projects.
Project Management: Strong knowledge of project and/or program management fundamentals, analytical processes, and reporting requirements related to regulations.
Law & Regulation: In-depth knowledge of applicable federal, state, and local laws, ordinances, regulations, and guidelines relevant to assigned duties.
Software: Proficiency in industry-standard software including GIS, modeling tools, project management platforms, and data analysis applications.
Technical Standards: Knowledge of engineering standards, details, and specifications.
Skills and Abilities:
Independent Management: Independently manage and coordinate moderately complex engineering projects or significant project components.
Technical Review: Skill in developing accurate cost estimates and reviewing/interpreting complex engineering plans, specifications, and contract documents.
Oversight: Ability to plan, organize, and oversee the work of contractors and secure their cooperation.
Advanced Analysis: Conduct advanced data analysis and perform complex engineering calculations.
Leadership: Provide technical guidance, work review, and mentorship to entry-level engineers or technical support staff.
Minimum Qualifications:
Education:
Bachelor's degree from an Accreditation Board for Engineering and Technology (ABET) accredited college or university in Civil Engineering or a closely related engineering discipline.
Experience:
Option 1:
Three (3) years of professional engineering experience.
Possession of an Engineer-In-Training (EIT) Certificate, or the ability to secure such certification within six (6) months of hire.
Option 2:
Special Qualifications:
Driver's License: Possession and maintenance of a valid motor vehicle operator's license.

Physical/Mental Demands:
Work involves a combination of sedentary tasks and field activities. The employee must be able to speak, walk, stand, bend, and/or carry light items. Fieldwork requires the ability to ambulate over rugged terrain, climb ladders, and lift/carry up to 20 pounds.
The employee must have the visual, hearing, and speaking ability to communicate effectively in person, over the phone, or via radio.
The employee must be able to maintain focus in a fast-paced environment, exercise sound judgment under pressure, and engage in complex problem-solving. This role requires the emotional intelligence to interact professionally with the public and the cognitive ability to process technical data accurately and safely.
Other conditions: Must be able to pass and maintain a drug screening.
Work Environment:
Work is performed in both office and field environments. Office duties are primarily sedentary but include periods of walking, standing, and including during travel and participation in off-site meetings or conferences. The role may require carrying light items such as laptops, documents, books, small parts, and occasionally driving an automobile. Field assignments require the ability to move across uneven terrain, climb ladders, and lift or carry up to 20 pounds.
