This is work that involves a combination of traffic engineering, traffic operations, high-level system networking, and basic technical troubleshooting. This position is responsible for the day-to-day monitoring of traffic operations and troubleshooting of traffic signal systems, traffic communications, and other Intelligent Transportation System (ITS) devices from the Traffic Management Center located in Lone Tree, Colorado. This position is critical to the traffic team and Douglas County as the TMC Engineer monitors the Advanced Traffic Management System (ATMS), Automated Traffic Signal Performance Measures system (ATSPM), and other critical software systems that ensure the smooth flow of traffic on the Douglas County surface street network. In the event of incidents and/or natural disasters, the TMC Engineer assists the traffic team and emergency response agencies in alleviating traffic delays. This is complex technical engineering work in the Department of Public Works, Engineering Division. Duties and responsibilities are with an emphasis on supporting the Traffic Systems team in their primary duties of ensuring the safety and mobility of the traveling public on County roads; preparing and implementing traffic signal timing plans; and planning, designing, implementing, and evaluating new technologies which improve traffic operations, safety, and efficiency.

Engineer II (Traffic): The hiring pay range for this position is generally $84,549 to $105,686. Both education and experience as they relate to this position are taken into consideration when determining salary and the applicant must be able to perform core TMC engineer responsibilities related to monitoring multiple systems/devices and communicating effectively with internal and external stakeholders

Engineer III (Traffic): The hiring pay range for this position is generally $94,769 to $118,462. Both education and experience as they relate to this position are taken into consideration when determining salary and the applicant must be advanced in their knowledge of signal timing strategies in addition to being able to perform core TMC engineer responsibilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)

Engineering:

  • In collaboration with Traffic Engineering staff, monitors real-time traffic conditions through a variety of ITS devices and suggest changes to traffic signal parameters to deal with congestion resulting from traffic accidents, planned construction work closures as well as unplanned or unexpected events, including weather. Implement signal timing changes as directed. Understand and apply County policy and strategies regarding traffic signal timing.
  • Perform traffic incident and congestion monitoring via CCTV, pan-tilt-zoom cameras, and travel time devices. Report major traffic congestion to designated Traffic Engineering staff. Communicate with Public Safety agencies to report incidents. Report debris, spills, etc. to the Department of Public Works Operations.
  • Send incident notifications in real time and follow up notifications regarding incident updates and clearance. Follow proper CCTV etiquette, including policies and rules as they relate to sharing CCTV control and content of images. Initiate and/or monitor all the stages of incident management when an incident is ongoing.
  • Maintain electronic logs of pertinent TMC activities such as incident management activities, special events, parameter value changes, ATSPM performance measures, and TMC maintenance activities as directed.
  • Study and analyze major operational traffic issues and recommend innovative solutions. Utilize data in operations and engineering tasks, and understand the different types of traffic data collected.
  • Initiate new timing plans and emergency flush plans as conditions warrant.
  • Provides public information and assistance by evaluating existing problems and making recommendations for the appropriate corrective actions to citizens, property, and homeowners.
  • Work with Traffic Engineering staff, law enforcement, other agencies, the public, and other County Departments on citizen concerns. May involve traveling to other County offices or locations within the County for meetings or field observations. Translate technical materials into a language easily understood by others as needed.
  • Research and development projects related to the TMC.
  • Assists with purchase justifications and setting up contracts for consultants and contractors.
  • Recommends to Manager approval or denial of appropriate plan deviations or design variances for specific projects.
  • Conducts site inspections. Monitors, oversees, and ensures conformance of construction in compliance with the engineering plans, specifications, and safety standards on assigned projects. Responsible to resolve or coordinate the resolution when the construction of the improvements is not in accordance with the accepted plans.
  • Performs other duties as assigned.

Equipment:

  • Operate a complex computerized traffic management system. Perform traffic signal system monitoring via specialized computer system software, monitor all traffic signals for proper operation, and advise Traffic Engineering staff of any signal timing related issues. Notify the Traffic Signal Supervisor of any operational malfunctions.
  • Operate DMS programming as directed. Monitor DMS for proper display and operation. Provide travel information to the motoring public as directed. Follow proper DMS etiquette and rules. Operate the Highway Advisory Radio (HAR) programming as directed. Activate and monitor the HAR for proper broadcast message and operation.
  • Assist with identifying, assessing, and mitigating impacts of equipment malfunction or failure through ITS systems monitoring. Assist with assessing equipment malfunction patterns or failures appropriate remedy actions. Assist with identifying connectivity/communication malfunctions and distinguish them from other types of common errors (i.e. malfunctions in application level/field devices such as traffic signals or dynamic message signs (DMSs) that may be connected to the TMC).
  • Utilize network hardware or software tools for basic network troubleshooting, including working on different types of traffic system communication media and hardware. Enforce network/physical/logical security and communication systems standards, codes and protocol as it pertains to the sub-systems of the TMC and traffic network.
  • Keep the work areas of the TMC clean and organized. May occasionally conduct TMC tours for staff, media, Elected Officials, and others.
