This Engineer II position primarily works in the Post Construction State Stormwater program to perform skilled professional engineering work and reviews, evaluate projects for compliance, and provide technical assistance for the Division of Energy, Mineral, and Land Resources (DEMLR). This position will have some secondary duties associated with the other DEMLR programs such as the review of plans for Erosion/Sediment Control, Mine Operation and Reclamation and Dam Safety. Many skills are required including being able to manage multiple priorities, having excellent technical writing and public speaking skills as well as a strong understanding of hydrology, soils, vegetation, hydraulics, and detailed engineering concepts related to all aspects of stormwater collection, treatment and discharge. Other important purposes of this position are to perform inspections, provide technical guidance to Land Quality Environmental Specialists within the regional office, handle citizen inquiries/complaints, document compliance/enforcement actions, and may occasionally present at training programs for DEQ staff, local governments, industry, consulting firms, and developers.
Key Responsibilities: Provides timely and detailed review of permit applications, engineering drawings, specifications, and calculations within the procedural and statutory times for compliance with Federal and State laws, rules, and policies, and good engineering practices. Prepares a variety of technical documents to communicate the results of the review with all necessary parties. Performs inspections of sites/facilities regulated under each of DEMLR's four programs: Stormwater, Sedimentation Control, Dam Safety, and Mining. Advises and provides engineering guidance and written technical/compliance documentation to other staff, clients, and the general public. Meeting with applicants and their consultants to facilitate project development, design, construction, and ultimately permit approval and site compliance.
Recruitment Range: $61,545 - $78,000
Minimum Education and Experience: Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
