Pay Schedule XII, Grade 4M, Regular Schedule 35 hours per week.

A vacancy exists in the Department of Public Works and Transportation, Bureau of Engineering and Construction, Sewer Design.

Examples of Duties

Under general supervision, serves as a project engineer for various professional engineering projects. Manages multiple major capital improvement projects. Manages a major departmental engineering program.

  • Serves as project engineer for various engineering projects, including but not limited to sewer and water design sections with a specialization in pumping stations and force mains
  • Supervises or leads professional and subprofessional personnel.
  • Resolves design problems, prepares and reviews correspondence relating to projects, and coordinates projects with outside agencies.
  • Reviews and approves plans and specifications for sanitary sewer and water facilities and systems.
  • Operates and/or oversees the operation of computers used in the development of capital projects, including GIS and computer-aided drafting and design.
  • Operates and/or supervises the operation of computers to conduct various engineering-related studies and to solve technical design problems.
  • Serves as project engineer for consultant-designed projects.
  • Analyzes consultants proposals, reviews consultant designs, and prepares consulting agreements.
  • Reviews developer drawings for compliance with Baltimore County standards for any changes to public infrastructure.
  • Reviews the work of developers projects, a group of public works inspectors, and the work of professional environmental specialists.
  • Prepares and reviews stormwater management plans, sediment control plans, and other environmental reports.
  • Participates in and conducts public meetings and hearings.
  • Investigates complaints, responds to inquiries, meets with the public, and prepares and supervises the preparation of resulting correspondence.
  • Assists in the preparation of capital improvement budgets and programs.
  • Coordinate with other County and outside agencies
  • Provides project management (review and design) for various engineering (in-house design and consultant design) projects within the Sewer Design Section with a specialization in pumping stations and force mains.
  • Coordinates with other County agencies as well as outside agencies such as the State Highway Administration, Maryland Department of the Environment, U.S. Army Corps of Engineers and Baltimore City.
  • Performs investigations on pumping station operations.
  • Review pumping station operational data.
  • Performs technical reviews on new pumping station equipment.
  • Develop and run Baltimore County asset management program and model for sewer and water vertical assets such as pumping stations.
  • Identify and develop projects based on available budget and prioritization of the vertical assets.
  • Data collection, data QA/QC and management processes for developing asset management program.

Examples of Other Duties

  • May act as a spokesperson in right-of-way condemnation cases or act as a witness in other judicial proceedings.

Qualifications

Graduation from an accredited college or university with a bachelors degree in engineering

plus

at least four years current field or office engineering experience.

Additional qualifying education beyond a bachelors degree may be substituted on a year-for-year basis up to a maximum of two years for the required experience.

OR

Possession of a certificate of registration as an Engineer in Training issued by a State within the United States of America, plus four years current field or office engineering experience.

Licenses and Certificates

Possession of a valid drivers license equivalent to a noncommercial, class C Maryland Drivers license may be required for some positions at the time of appointment.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position.

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance

General Increases - Cost of living increases and adjustments may be granted as legislated.
