Pima County Department of Transportation Planning and Engineering Division is seeking an enthusiastic, dynamic, and experienced Engineer III to lead our transportation engineering team. The ideal candidate will have a strong background in transportation engineering, project management, and leadership skills to guide a technical team and collaborate with various stakeholders.
Key Responsibilities:
Lead the creation of innovative and effective preliminary design concepts for transportation projects.
Evaluate and provide feedback on development proposals, plans and traffic impact studies.
Maintain and update transportation design standards, guidelines and best practices to reflect current industry safety and mobility trends.
Oversee the planning, maintenance, and rehabilitation of bridges and culverts within the jurisdiction.
Manage and implement traffic calming and management strategies as part of the Neighborhood Traffic Management Program.
Partner with other Pima County departments, government agencies, developers, the public and various stakeholders to deliver transportation projects.
Essential Functions:

Manages and directs staff in the planning, implementation and operation of public works projects;
Plans, organizes, directs and reviews the work of engineering groups and/or consultants in the design, construction and analysis of all types of public works projects and systems;
Coordinates planning and design with other County departments and governmental agencies;
Prepares and reviews invitations to bid and analyzes bid submittals;
Participates in the administration of contract solicitation and selection;
Prepares and reviews comprehensive technical reports and studies;
Coordinates with construction forces and contractors to ensure project delivery;
Establishes design criteria and makes decisions on design features;
Confers with unit supervisors, consultants and/or contractors on progress of work and finished projects and analyses;
Reviews plans and specifications prepared under contract and administers construction contracts;
Coordinates construction and analysis work with other departments, jurisdictions, and the general public;
Responsible for maintenance and archiving of project records;
Oversees design review functions to ensure private development meets County standards;
Manages construction either directly or through Construction Management services consultant;
Initiates and oversees preliminary designs, studies, analyses, cost estimates and prepares reports of future and proposed projects;
Maintains work schedules for assigned personnel;
Determines need for basic data, such as systems analytics, field surveys, location of utilities, tests and requests information through appropriate channels;
Coordinates design and other features of work with other public agencies and departments;
Manages the construction and maintenance of public works projects;
Oversees engineering optimization of public works operations.
Resolves complex engineering problems;
Directs the activities of engineers on assigned projects;
Determines methods of resolving unusual and complex problems and improving systems, materials and practices;
Directs engineering planning studies;
Interprets engineering and administrative directives, policies and standards;
Performs design review of plans and technical reports for private development for conformance to County standards.
Minimum Qualifications:
Bachelor’s degree from an accredited college or university with a major in engineering or closely-related field as determined by the department head at the time of recruitment AND six years of post-registration professional engineering experience and current registration or licensure in any state as a Professional Engineer (PE) OR Registered Professional Engineer (RPE).

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):
Experience leading an engineering team and working effectively with a wide range of stakeholders, including government agencies, private developers, community organizations, and the public.
Minimum five (5) years experience with the development of preliminary transportation design concepts, project scoping, and cost estimates.
Experience overseeing the planning, maintenance, and rehabilitation of bridges and culverts, with knowledge of relevant design and safety standards (e.g., AASHTO).
Experience evaluating and providing feedback on project or development proposals.
Minimum five (5) years experience analyzing traffic flow, safety and multi-modal access based on current transportation design guidelines and best practices.
Experience with responding to constituent requests in a technical and professional manner.
Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.
Supplemental Information:
Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.Registration as a Professional Engineer in the State of Arizona or the ability to obtain registration in the State of Arizona within the probationary period of employment. Some positions require a valid Arizona Class D driver license at the time of application or appointment. Failure to obtain / maintain the required licensure shall be grounds for termination.
