Fairfax County's Wastewater Collection Division (WCD) is recruiting a highly motivated wastewater Engineer to fill a vacant Engineer V, CIP Section Lead, position within its Engineering Services Branch (ESB). WCD manages and operates Fairfax County's wastewater collection system, consisting of nearly 3,300 miles of pipe, over 100,000 associated structures, 60 metering sites, and 70 pumping stations. The successful candidate will be leading a diverse team to define, plan and deliver capital improvements projects including design and construction of pump stations, force mains, and gravity sewers and associated facilities.

Under the general supervision of the ESB Branch Chief:

  • Responsible for supervising a team project engineers and reviewing/approving work performed by CIP engineers for planning, analysis, design, or construction of Capital Projects.
  • Provides engineering technical direction and guidance to WCD engineers and project managers on engineering standards, regulatory requirements, and best practices.
  • Provides leadership and mentorship and identifies training and process improvements.
  • Responsible for engineering planning, developing, and implementing wastewater collection system capital projects as well as providing technical guidance and review of work performed by team.
  • Provides technical guidance and project management for wastewater capital projects.
  • Coordinates with the Asset Management Team, operations, and maintenance staff to perform engineering analysis and capital planning.
  • Directly manages collection system studies, evaluations, assessments, and design projects.
  • In the event of emergency failures, may participate and/or lead efforts to identify a solution for the failure.

The successful candidate is involved in the design and construction of pump stations, force mains, and gravity sewer rehabilitation to ensure that wastewater operational and asset management needs are incorporated.

Position will offer the successful candidate an opportunity to not only play a key role in the life cycle of a project but also the life cycle of WCD's assets as an owner of the utility. In addition, this position resides within a branch of WCD that offers engineering support for the operation of a large collection system, which affords the successful candidate the ability to broaden skillset and gain a greater understanding for asset management, capital planning, O&M, and overall management of a utility system.

Works in the Wastewater Collection Division, located at 6000 Freds Oak Rd. Burke, Virginia.

Note: Wastewater Management positions are responsible for providing uninterrupted sewer service to residents during extreme inclement weather or other emergencies. This position is designated as emergency service and is subject to 24-hour on-call and may be required to report to work during extreme inclement weather or other emergencies, including after-hours and weekend work during emergency incidents to fulfill emergency service duties.

  • A $5,000 signing bonus is available to new county employees hired in the Engineer V position.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelors degree in the appropriate engineering or architecture field; plus, five years of progressively responsible professional experience in the appropriate engineering or architectural field, including one year of supervisory experience.

CERTIFICATES AND LICENSES REQUIRED:

  • A valid drivers license.
  • Possession of a valid Virginia Professional Engineer or Architect license.

An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individuals application for reciprocity.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check, driving record check, and pre-employment medical evaluation to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Five (5) years working on Wastewater Collection System projects.
  • One (1) year of experience using GIS Systems (Geographic Information Systems).
  • Five (5) years of experience in Engineering Planning & Design.
  • Five (5) years of Project Management experience.
  • One (1) year of experience in Construction Management.
  • Two (2) years of experience supervising staff.

PHYSICAL REQUIREMENTS:

Ability to communicate clearly, both verbally and in written form, is crucial for engaging with colleagues and customers through phone calls, video conferences, and face-to-face meetings. Ability to lift up to 15 lbs. to facilitate the filing and organization of documents or to provide assistance with project-related activities. Ability to operate county vehicles to various locations throughout Fairfax County to attend meetings and provide coverage. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, and safety footwear. Position is generally sedentary. However, it requires the ability to stoop, bend and reach. Visual acuity is required to effectively work on computer monitors, review documents, and read text and data for prolonged durations. The incumbent must possess the ability to operate keyboard-driven devices to input, access, and retrieve information from a computer. All duties performed with or without reasonable accommodations.
