This includes leading smaller‑scale projects and contributing to larger projects. Assignments range from routine to intermediate in complexity, requiring application of engineering theory, independent judgment, and sound decision‑making within established guidelines and a supervisory framework.About PBOT & CED SectionThe Portland Bureau of Transportation (PBOT) is a community partner in shaping a livable city. We plan, build, manage and maintain an effective and safe transportation system that provides people and businesses access and mobility. PBOT envisions transportation facilities that are designed and managed to improve walking, biking and driving. PBOT is a national leader in innovative transportation solutions.The CED section delivers engineering design for multimodal capital projects—such as arterial and neighborhood street reconstruction, traffic safety enhancements, and pedestrian/bicycle facilities. Success in this section requires strong communication, technical curiosity, and the ability to prioritize and adapt in a fast‑paced, collaborative environment.ResponsibilitiesPerforms design work under the supervision of professional engineers who review work for accuracy and quality.Develops project concepts, performs necessary computations, cost/benefit analysis, makes recommendations on design criteria, produces designs after approval, and modifies designs if needed.Assists in plan review processes by verifying engineering components meet code requirements.Performs project management duties such as preparing cost estimates, serving as liaison between City and contractor, checking progress, keeping records, recording changes, and making reports.Operates computers to input or obtain data, research master files, analyze data, prepare reports, maintain files, run or modify programs, and assist in writing new programs and modeling.Assists in contract bidding process including writing specifications, estimating costs, preparing bid documents, reviewing contractor qualifications, participating in meetings, and monitoring work progress.Ideal CandidateBachelor's degree in Civil Engineering or similar field.Passed the FE exam.At least one year of civil engineering work experience.Ability to deliver a high level of customer service and carry out responsibilities with initiative, independence, and creativity while exercising sound problem‑solving skills.Interest in transportation engineering and multi‑modal transportation safety.Additional QualificationsA valid state driver's license.Ability to secure a State Fundamentals of Engineering (FE) certification within nine months of hire.Applicant Must AddressAbility to build and maintain professional, collaborative working relationships with contractors and co‑workers.Ability to build new technical skills and apply them effectively to engineering design work.Knowledge of engineering principles, practices, and theory related to transportation and public works construction.Ability to interpret and apply information from plans, specifications, maps, design manuals, and complex laws, regulations, and codes.Ability to communicate effectively in both technical and non‑technical language, orally and in writing.Knowledge of project management and its influence on budgeting, scheduling, cost control, and safety practices.ContactTerrol Johnson, Senior Recruiter, terrol.johnson@portlandoregon.govEqual OpportunityEqual Opportunity Employer.
