Definition

Under general direction of a professional engineer or surveyor, Columbus Water & Power is currently accepting applications for an Engineer Associate III position in the Regulatory & Stormwater section at the Division of Water Reclamation. This position is responsible for serving as a subject matter specialist performing advanced-level paraprofessional engineering work; performs related duties as required. It will supervise construction inspectors and manage the MS4 Construction Program; coordinate construction inspections, review construction plans, prepare enforcement documents, coordinate site compliances; support field inspectors and supervise and manage staff.

To be considered for this position, as stated in the Minimum Qualification section below, candidates must complete twelfth school grade and five (5) years of experience performing paraprofessional engineering or surveying work; construction project management; construction materials testing; construction inspection; plan reviews for permitting or design (i.e. architectural or engineering); or operating centralized control systems via computerized interface such as for traffic control or SCADA. Substitution(s): College education in engineering, drafting, construction management, or a related curriculum may be substituted for up to four (4) years of the experience on a year-for-year basis. Completion of a vocational program in engineering, drafting, construction management, or related field may substitute for one (1) year of the experience. A certificate of high school equivalence (GED) will be accepted in lieu of the twelfth-grade requirement.

Possession of a valid driver's license.

Examples of Work

Plans, organizes, and coordinates the activities of a section, unit, or project involving paraprofessional engineering work;

Plans and coordinates the preparation and review of plans, specifications, and drawings for construction, utility, traffic, mechanical, or electrical projects;

Organizes and maintains working files of plans, specifications, drawings, cost estimates, and other pertinent data related to projects;

Consults with private contractors, engineers, and property owners concerning construction projects, traffic related problems, or the feasibility of providing electrical services;

Plans, arranges, and coordinates the work of projects performed by private contractors, engineering firms, and City forces;

Reviews calculations of equipment, material, and labor cost estimates for projects and makes recommendations to superiors;

Coordinates the work of projects under construction and establishes priorities for estimated completion dates;

Compiles data and prepares comprehensive technical reports that may include budgetary, project summary, or regulatory compliance (e.g. Ohio EPA, Army Corps of Engineers) information;

Maintains records and expenditures related to construction projects;

Reviews plans for compliance to assess multiple factors such as geographic boundaries, scope of work, compliance with directives, compliance with service requirements (utilities, traffic, etc), or other guiding factors;

Evaluates progress of projects in the field and conformance to plans; considers features of site in the field;

Utilizes computer aided drafting (CAD) and GIS mapping software;

May prepare applications and submit the required documentation for federal, state, and capital improvement programs;

May assist professional engineers in construction, traffic, mechanical, or electrical projects;

May supervise employees assigned to a particular section, unit, or project.
