  • Operates one or more types of diesel or gasoline powered engineering and construction equipment with wheeled or crawler type traction required for general construction and maintenance activities.
  • Operates such equipment as road grader, backhoe, front-end loader, road roller, bulldozer and large industrial tractors to excavate, backfill, grade or level earth to fine specification.
  • Grades surfaces, compacts soil, or rolls to specifications on flat or rolling terrain.
  • Performs such tasks as cutting grass, patching holes/cracks in pavements, digging ditches, spreading sand and gravel, removing tree limbs and fallen trees, picking up trash and debris, breaking up pavement, spray, spreading top soil and fertilizers.
  • Possesses a valid Government drivers CDL license (Class A or B) for pickup trucks, 20-ton dump truck, rough terrain forklift, front-end loader, backhoe, and farm tractors with implements, lawn tractors, and other related road equipment.

Qualifications

Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition.

The SOE and minimum qualifications for this position is:

  • Ability to do the work of an Engineering Equipment Operator without more than normal supervision: Perform the common tasks of the job to be filled but under close supervision, such as cutting grass, patching holes/cracks in pavements, digging ditches, spreading sand and gravel, removing tree limbs and fallen trees, picking up trash and debris, breaking up pavement, spray, spreading top soil and fertilizers.

Selective Placement Factor: Must possess a valid Government drivers CDL license (Class A or B) for pickup trucks, 20-ton dump truck, rough terrain forklift, front-end loader, backhoe, and farm tractors with implements, lawn tractors, and other related road equipment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To be found well-qualified as an ICTAP applicant, individuals need to demonstrate the ability to perform the common tasks of the job to be filled as well as more complex duties such as: Operating a road grader, backhoe, front-end loader, road roller, bulldozer and large industrial tractors to excavate, backfill, grade or level earth to fine specification.

Physical Effort: Heavy and strenuous physical effort is required by the operator in constantly reaching, bending, running and moving hands, arms, feet, and legs to make frequent adjustments necessary to operate the various pieces of equipment. Considerable strain is encountered by the constant vibration of the equipment operating over rough surfaces. Frequently, the operator is required to work in awkward or strained positions. Shall be capable of wearing all safety equipment required to perform assigned tasks. Normally, lifts up to 50 pounds but may lift up to 100 pounds.

Working Conditions: Operator performs work in all types of weather, often in open drivers seat or platforms or slopes, grades and rolling surfaces. The operator is exposed to injury due to possibility of equipment overturning when operating in more difficult circumstances. Incumbent is subject to noise, vibration, dust, dirt, cold, insect stings, and fumes from the motor and exhaust.

The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.
