Under general supervision performs quality assurance inspections on a variety of civil engineering and public works projects completed by private developers, utility companies, or constructed under City contract. Ensures that projects meet City, industry, and governmental quality standards.

Job Description

ESSENTIAL DUTIES

• Perform office and field work involved in enforcing compliance with construction codes, ordinances, policies, City Standards and Specifications, and plans.

• Review plans and specifications of assigned projects including street, storm drain, curb, gutter and sidewalk, street and alley pavement and grading, and water and wastewater distribution, collection and treatment systems installation and repair construction projects. This includes "last look" review of plans prior to approval by Engineering Department.

• Inspect all phases of construction of public works development projects; inspect materials for identification as conforming to specifications and plans in accordance with City and State codes; collect field measurements and perform field tests.

• Monitor sampling of soils, asphalt, and concrete for testing in the materials laboratory.

• Inspect pipes, valves, and fire hydrants for proper location, type, and operation. Schedule water-sampling tests and pressure tests. Monitor conflicts with other utilities.

• Record amounts of materials used, and work performed; prepare necessary reports for progress payments; recommend acceptance of completed construction work or requirement of additional work upon completion of project.

• Inform contractors and supervisors of potential problems of non-compliance on work performed; recommend corrective action; record inspection reports for file.

• Serve as liaison between developers, contractors, and residents.

• Collaborate with utility companies and other agencies on City projects; monitor road cuts for compliance.

• Work with engineers on design and field verification of proposed projects within the City; provide technical input on resolution to problems on design and as-builts; attend pre-construction meetings.

• Communicate and coordinate with the public, other City employees, departments, various agencies (i.e., Qwest, UP&L, etc.) and contractors to advise of ongoing or future construction work on various public works projects.

• Inspect adjacent properties for damage from construction activity.

• Perform field management of right-of-way permits including monitoring expiration dates, monitoring installation of traffic control, start and completion dates, utility installation, inspection of trench backfill, and inspection of trench paving.

• Inspect erosion control device installation and assist in monitoring for compliance with NPDES, and Municipal Code requirements.

• Interview subcontractor employees for compliance with certification of payroll, ACI certification and other required certifications.

• Review and approve quantities for progress payments on Capital Improvement Projects.

• Investigate resident complaints; confer with property owners regarding project schedule, hazards, and inconvenience.

• Inspect and survey field design for drainage and City curbs, gutters, and streets for hazards in need of repair; measure and record displacements; submit locations for repair; draft construction plans for street reconstruction and lighting reconstruction; perform various field inspection duties on street light repair and replacement projects and concrete improvements.

• Prepare daily activity records, reports, and written communications with clearly organized thoughts using proper sentence structure, punctuation, and grammar; maintain complete and accurate files and databases.

• Resolve complaints received by the City; prepare work orders in response to complaints; schedule contract documents for work order projects; inspect work completed on work orders.

• Ensure developer or contractor at conclusion of project submits as-built drawings.

• Respond to and resolve public inquiries and complaints.

• Perform other related duties and responsibilities as assigned.

MINIMUM QUALIFICATIONS

Education: High school diploma or GED.

Experience:

• Three years full-time employment in paraprofessional engineering or construction trades involving responsibility for inspection of public works projects.

• Designing, surveying, drafting, and/or review of public works or closely related field is desirable.

Certifications/Licenses:

• Valid Utah Driver's License.

• NICET I Certification for Stormwater and Wastewater System Inspection, Water and Sewer Lines, and Asphalt, Concrete and Soils, or APWA Certified Public Infrastructure Inspector or equivalent within one year of employment.

• APWA Public Works Inspector, Utah Water Operator Grade I, Stormwater Inspector, and completion of an approved OSHA training class within one year of employment.

WORKING CONDITIONS AND PHYSICAL DEMANDS

Ability to sit, stand, hear, listen, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 75 lbs.; exposure to cold, heat, noise, outdoors, vibration, confining workspace, chemicals, explosive materials, mechanical hazards, and electrical hazards; ability to travel to different sites and locations.
