The Wastewater Treatment Plant has an opportunity in the Calera Creek Water Recycling Plant for a WWTP Engineering Manager.
DEFINITION
Under direction, to assist in the administration and supervision of the Engineering Division; to perform professional engineering work; to supervise and review the work of professional and technical staff engaged in the preparation and/or review of plans, specifications, maps, designs, estimates, and inspections of capital improvement, construction, development and maintenance projects; coordinate the work of Engineering Division with the rest of Public Works.
DISTINGUISHING CHARACTERISTICS
The is the management level of the professional engineering series. Manages professional and technical staff, and oversees engineering work in design and construction of public works.
SUPERVISION RECEIVED AND EXERCISED
Works under direction of the Director of Public Works. Provides general supervision to professional engineers and technical staff.
ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:
- Directs the activities of the Engineering Division;
- Coordinate work projects requiring both engineering office and field work;
- Supervise, review and evaluate the work of professional and technical staff engaged in the preparation and/or review of plans, specifications, maps, designs, estimates, and inspections of capital improvement, construction, development and maintenance projects;
- Evaluates the need for, and developing plans and schedules for long range engineering and public works projects;
- Plans, organizes and coordinates assigned work with other City Departments and outside agencies; assist with preparation of annual division budget;
- Reviews, revises and maintains the City''s General Conditions, Standard Specifications and Drawings;
- Perform administrative duties to support procurement of, and payment for, consulting and construction services.
- Coordinates the work of Engineering Division with the other divisions of Public Works.
- Perform other duties as assigned.
When assigned to the Wastewater Division may also perform the following duties:
- Manage and update progress on the Wastewater CIP.
- Develop reports, bid documents (plans and specifications),
- Construction management of sanitary sewer, pump station, and wastewater treatment facilities.
- Coordinate with CCWRP Manager and Collection System Manager to clarify and confirm engineering priorities and address engineering needs.
- Develop cooperative working relationships with CCWRP, Collection System, Field Services and other Engineering staff members and City Departments, outside agencies; consultants and contractors; and the public at large.
- Provide professional and technical assistance on CCWRP, Collection System and Pump Station projects, and provide professional and technical assistance to other Public Work Divisions and City Departments as needed.
- Manage and review products from consultants, consultant project managers, and third-party construction managers to ensure delivery of CCWRP, Collection System, and wastewater/storm water pump station projects.
- Direct, mentor, and review the Assistant/Associate Engineer - Wastewater in implementation of projects and support activities.
- Perform wastewater engineering analyses for CCWRP, Collection System, and Pump Stations, respectively.
ADDITIONAL INFORMATION:
- Physical Skills: Must possess the mobility to work in a standard office setting, to inspect various City infrastructure sites, including climbing ladders and stairs, attending meetings; strength, stamina and mobility to perform heavy physical work, drive a motor vehicle and heavy construction equipment and to lift and move materials and equipment weighing up to 30 pounds and heavier with the use of proper equipment, as necessary and in emergency situations; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups and over the telephone.
- Working Environment: Work is performed in office or field environments. Work in field settings may involve considerable exposure to inclement weather, cold, heat, noise, outdoors, dust, dirt, vibration, chemicals, traffic, traffic hazards, confining workspace, mechanical hazards, electrical hazards, and explosive hazards. The wastewater setting and outdoor assignments exposes employees to chemicals, skin irritants, fumes, solvents, and air contaminates aerosols from wastewater.
This position is primarily onsite due to its operational, facility, and project-coordination responsibilities and is not designated as a remote position. Any limited telework would be subject to operational needs and applicable City policy.
