JOB SUMMARY

Responsible for managing, training, and supporting engineering staff to provide design and construction supervision of water main relocations, transmission main extensions and emergency repairs, and Louisville Water's Main Replacement and Rehabilitation Program (MRRP) including project administration from preliminary planning through project closeout.

ESSENTIAL JOB FUNCTIONS

Execute the processes' $50 million Capital Improvement Plan and the $200,000 operations and maintenance budget for the design, bidding, and construction of transmission water mains, including maintenance and repair during catastrophic failure, and manage the company's main replacement and rehabilitation program (MRRP). This program includes the installation of cathodic protection on existing water mains and replacement of both public and private lead services in the distribution system.

Review agency (Louisville Metro, KYTC, MSD, JCPS, TARC) project plans for conflicts with water facilities. Ensure that agency projects do not negatively impact Louisville Water's infrastructure. If there are conflicts, ensure that a relocation project is initiated. Work with Infrastructure Planning & Hydraulics to determine if betterment is beneficial to Louisville Water. Design water main relocation plans, provide project management and contract administration of projects through closeout. Seek reimbursement of projects, when appropriate.

Ensure that plans, specifications, solicitation of quotes, advertisements, and contract awards are completed in accordance with policies and procedures.

Ensure that project plans and specifications meet drafting and inspection documentation requirements for the proper installation of infrastructure.

Serve as a liaison with customers and public information processes, other utility companies, and government agencies to assure coordination and on-going communication on Company projects. Assess economic and structural impact of non-company projects on Louisville Water facilities.

Effectively coordinate resources (employees, contractors, consultants, etc.) to manage projects, address customer needs and resolve problems.

Collaborate with contractors and vendors to develop specifications for projects.

Develop spreadsheets, databases, and other tools to measure, collect, and track data and produce required quarterly process progress reports.

Compose written correspondence, reports, graphs, and information for both internal and external customers.

Effectively address and resolve internal and external customer complaints and conflict issues.

Maintain knowledge of safety including OSHA regulations and company policies.

Utilize Project Tracker to maintain records of approval dates for projects that utilize the Kentucky Division of Water's Project Review Agreed Order and maintain this information for future audits.

Delegate work tasks and schedules to staff, review projects and plans for potential conflicts with facilities; and coordinate/communicate information developers, consultants, contractors, utilities, or government agencies, as needed.

Responsible for meeting process goals, developing and maintaining work instructions and productivity measurement systems, and developing and implementing process and operational improvements that meet Louisville Water Company strategic objectives and provide elevated level of customer satisfaction for internal and external customer needs.

Coach, counsel, schedule and evaluate process employees and ensure they are fully trained and technically competent and meet performance expectations.

Perform other related duties as assigned.

Bachelor's degree in Engineering; and

seven (7) years of engineering experience; and

three (3) years of supervisory or management experience, including engineering project management experience; and

Professional Engineer (PE) license (State of Kentucky); and

Valid driver's license.
