Job Summary
To administer, supervise, and perform professional engineering services for the Department of Public Works related to the construction and maintenance of highways, parks, and other projects under the jurisdiction of Racine County.
Key Responsibilities
- Prepare reports, designs, drawings, cost estimates, and specifications for various Public Works Department projects.
- Perform high level technical engineering work and prepare technical documents, legal notices, bid advertisements, and other documents that may be required for the performance of highway, park and facility work. Use CDN-BidQuest to bid out projects. Review bids received and prepare contract and bond documents for projects let to private contractors.
- Direct, assign, and supervise the work of the engineering staff.
- Administer the Racine County Town Bridge Aid program in accordance with State Statute 81.38.
- Coordinate the inspection and evaluation of all dams under the jurisdiction of Racine County.
- Administer and manage the issuance of permits for access to Racine County highways and for work to be performed by utilities.
- Assist in the preparation of the highway construction and maintenance portion of the annual Public Works Department. Develop and review the five (5) year capital improvement plan for Racine County highways, bridges, and dams.
- Coordinate, confer, and consult with the Superintendent of Highway and Parks on highway and park construction and maintenance projects. Advise on the type and placement of highway signage and pavement markings to assure compliance with State and Federal regulations.
- Coordinate, confer, and consult with the Superintendent of Buildings and Facilities on engineering for various building and grounds projects.
- Inspect, evaluate and inventory attributes of highways and roads under the jurisdiction of Racine County for the Wisconsin Information System for Local Roads (WISLR) in accordance with the requirements of State Statute 86.302 (2).
- Provide administrative support for local municipalities for the Local Road Improvement Program (LRIP) in accordance with State Statute 86.31 and Trans 206.
- Formulate, prepare and maintain files and records pertaining to road construction history, pavement and structure conditions, right of way information, traffic data, speed zone ordinances, and other such information.
- Answer questions regarding services, investigate complaints regarding services and recommend actions; prepare public informational material as the need arises.
- Coordinate with State Department of Transportation officials on future State and Federal highway projects in Racine County. Coordinate with local highway and other governmental officials with regard to projects of mutual interest and jurisdiction.
- Serve on various committees of the Southeast Regional Planning Commission as Racine Countys Representative as assigned by Director of Public Works and Development Services. Participate on the Advisory Committee on Jurisdictional Highway Planning for Racine County.
- Attend and participate in a variety of meetings and forums with Public Works staff, government and civic officials, and the general public which includes occassional night meetings.
- Maintain professional knowledge and expertise by attending forums such as workshops, seminars, and conferences as directed by the Director of Public Works and Development Services.
