Engineering Operations Technician II | Construction Project Controls Engineering
ProSidian is seeking an Engineering Operations Technician II for program support on a contract contingent basis working on-site in Vancouver, WA, across the CONUS and the Western United States - Pacific Northwest Region supporting FHWA WFLHD.
This position requires candidates with relevant federal government (transportation infrastructure) sector experience to support professional services engagement for federal government (transportation infrastructure) sector clients such as FHWA. This is a contract contingent or contract W-2 position; however, ProSidian reserves the right to convert to a full-time ProSidian employed W-2 position.
Provide services and support as an Engineering Operations Technician II in the federal government (transportation infrastructure) industry sector focusing on engineering solutions for clients such as U.S. Department of Transportation (FHWA | WFLHD) | DOT Federal Highway Administration (FHWA) Western Federal Lands Highway Division (WFLHD - Vancouver, WA generally located in CONUS - Vancouver, WA and across the Western United States - Pacific Northwest Region (of country/world) working on-site (client site).
Advanced on-site engineering operations/facilities & infrastructure support. Solves complex system issues, supports mission-critical operations, and keeps facilities performing reliably. Reliable on-site engineers keep systems running, fix issues fast, support operations, and prevent costly downtime. More advanced on-site engineering support with greater autonomy, troubleshooting complexity, and systems responsibility. Serve, support, and provide on-site engineering support services for the Federal Highway Administration Western Federal Lands Highway Division - Vancouver, WA. Number of positions: three (3). Provide advanced on-site engineering support with limited supervision; independently troubleshoot infrastructure, mechanical, electrical, or civil systems; support commissioning and testing; oversee contractors and maintenance staff; ensure compliance with FHWA, DOT, safety, and environmental requirements; prepare technical reports; support emergency response and continuity of operations.
Responsibilities and duties - Engineering Operations Technician II | Construction Project Controls Engineering:
- The Engineering Operations Technician II interacts with WFLHD personnel in other departments.
- The technician performs non-routine tasks, including development, analysis, coordination, interpretation, and presentation of the following: contract task orders, Critical Path Method schedules, interagency agreements, plans and specifications, project and contract documentation and records, and contractor claims.
- The technician applies knowledge and judgment to data compilation and analyses.
- Selects and adapts standard procedures and applies precedents to prepare project plans, task orders, or other documents related to the project management process and necessary to deliver the projects.
- Analyzes and performs the work and contacts personnel in related activities to resolve problems. Independently inspects project documentation, construction records, and materials submittals.
- The technician shall use judgment, critical thinking, and initiative to determine the approach or action to take in non-routine situations.
- In addition, shall interpret policies, precedents, and practices that may be applicable to changing situations.
- The technician shall draft revised procedures as necessary due to changes in work flow or system upgrades. And may train and be assisted by lower level contracted technicians.
- The COR will outline objectives, requirements, and review approaches. Completed work is reviewed by a WFL COR for technical adequacy and satisfaction of requirements.
- The technician shall NOT perform any inherently governmental duty as defined in FAR Subpart 7.5. Examples of duties that the technician shall not perform include approving or rejecting contract submittals, approving contractual or other acquisition documents, defining requirements, and setting policy.

Qualifications
Desired qualifications for Engineering Operations Technician II | Construction Project Controls Engineering candidates:
A minimum of an associate's degree in civil engineering technology or related degree or equivalent course credits towards a related degree, AND at least three years' progressive experience working in construction project administration for a general contract.
Bachelor's degree in engineering or engineering technology preferred; combination of education and experience acceptable.
Skills required:
Primarily focused on engineering services initiatives and aligned with program support activities construction project controls engineering functional area activities.
Advanced troubleshooting; systems operations; contractor oversight; technical reporting; knowledge of FHWA/DOT regulations; CMMS or asset management systems.
Competencies required:
- Problem-solving; independent judgment; leadership; communication; compliance and risk management.
