WHO WE ARE LOOKING FOR

MCDOT is seeking an experienced Engineering Services Manager (Manager III) to serve in the Division of Transportation Engineering (DTE). This role is responsible for overseeing and managing the Divisions Operating and Capital Improvement Program budgets. The position tracks expenditures and reports to the Division Chief and to the Program Managers within the Division. Special focus is given to areas such as the development of quarterly budget analysis reports, updating Division databases, and managing/addressing personnel issues and associated training. The Engineering Services Section supports contracts, purchases, and financial analysis, as well as managing the Division's Human Resources Liaison. Additionally, this position coordinates the creation of formal positions and financial impact analyses for State legislation while providing guidance to the Management and Budget Specialist.

What Youll Be Doing

The selected applicant will be responsible for managing financial, human resources, and administrative functions for the Montgomery County Department of Transportation's Division of Transportation Engineering. This includes directing the preparation of the annual Capital and Operating budgets for the Division, ensuring coordination across multiple sections, monitoring budget implementation, and making adjustments to both budgets based on the Countys fiscal goals. Providing approval for all expenditures related to the Divisions operating budget. Managing and supervising the administrative staff and overseeing personnel matters and transactions. The position is responsible for:

Annual CIP and Operating Budgets for Division

  • Oversees the development of annual capital and operating budgets.
  • Coordinates preparation and submission with the Director's Office.
  • Monitors budget implementation and adjusts both budgets as required to comply with the Countys fiscal goals.
  • Reviews and ensures the accuracy of and provides the final approval authority for all expenditures related to the Divisions operating budget.
  • Ensuring timely preparation and production of complex CIP budget and reports.

Financial Oversight

  • Monitors implementation of capital projects to ensure expenditures are properly recorded on schedule and within budget.
  • Reviews and approves payments and requisitions in Oracle.
  • Reviews and approves payments in the P-card system.
  • Responds to requests regarding financial issues.
  • Monitors monthly operating budget expenditures and recommends actions to meet budget objectives.
  • Facilitates and ensures solicitations are processed in a timely manner and are in compliance with procurement regulations.

Supervision of Administrative Staff

  • Managing and supervising the administrative staff handling the preparation of requisitions/purchase orders.
  • Processing of invoices and oversight of P-card purchases.
  • Develops employee work plans and conducts performance reviews and appraisals.

Personnel Actions or Division

  • Working with the Office of Human Resources, managing the preparation of position descriptions.
  • Advertises vacant positions, interviews, and onboarding of new hires.
  • Assists and provides guidance to Division managers regarding disciplinary actions and work improvement plans.
  • Tracks and reports on Division vacancies and employees completion of required training.

Minimum Qualifications

Experience: Five (5) years of progressively responsible professional experience in transportation or business management.

Education: Graduation from an accredited college or university with a Bachelors Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicants state of residence.

Medical Protocol: This position requires completion of a pre-employment Medical History Form to assess your ability to safely perform the essential duties of the role.

Probationary Period: Individuals appointed to this class will be required to serve a probationary period of twelve (12) months. Individuals promoted to this class will be required to serve a probationary period of six (6) months. During the probationary period, performance will be carefully evaluated. Continuation in this class will be contingent upon successful completion of the probationary period.

Preferred Criteria, Interview Preferences

(Preferred Criteria) The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevance of training, and experience in the following areas:

  • Degree in civil engineering or business administration discipline.
  • At least three (3) years of which were in a supervisory or executive capacity.
  • Experience in managing subordinates.
  • Experience working with regulations and processes related to budgeting, financial management, procurement, and human resources.
  • Experience in business management, operational oversight, and budget development for large transportation engineering projects.
  • Experience developing and tracking performance measures

Leave Benefits

Our generous leave package starts with non-MLS permanent and term employees earning 15 days of sick leave and 15 days of annual leave in their first year, as well as up to three additional personal days each calendar year.
