The City of San Pablo is seeking a highly qualified and experienced Engineering Services Manager to lead the Engineering Division within the Public Works Department. Under general direction of the Public Works Director, the Engineering Services Manager plans, organizes, manages, and directs the programs, personnel, projects, and operations of the Engineering Division while serving as the Citys designated City Engineer.

The successful candidate will be an experienced municipal engineering professional with strong leadership, project management, communication, and organizational skills and the ability to manage complex engineering programs and multiple concurrent capital projects.

Experience and Training:
Experience:
Five (5) years of progressively responsible professional civil engineering experience, including at least two (2) years in a supervisory or management capacity involving municipal engineering, capital improvement programs, public works engineering, development engineering, or a closely related field.
Education:
Bachelors degree from an accredited college or university in Civil Engineering or a closely related engineering discipline. A Masters degree is desirable.
License/Certificate:
Desirable certifications include CCM, PMP, ENV SP, QSD/QSP, or related certifications.
KNOWLEDGE OF:
Municipal engineering, public works operations, capital improvement programs, engineering design, construction management, development engineering, subdivision regulations, California public contracting and engineering laws, environmental regulations, budgeting, grants, contract administration, personnel management, infrastructure asset management, and project management.
ABILITY TO:
Lead and manage an Engineering Division; oversee complex projects and programs; supervise and develop staff; administer budgets and contracts; interpret laws and regulations; analyze complex engineering issues; communicate effectively with technical and non-technical audiences; and build effective relationships with City officials, staff, consultants, contractors, regulatory agencies, and the community.
