APPLICANTS ARE ENCOURAGED TO APPLY AS SOON AS POSSIBLE***Job SummaryThis position is located in Carson City, NV on Crew 907, serving as an underfill for an Engineering Tech 4. The incumbent is responsible for ensuring that all required field inspections of projects are completed, well documented, and that construction activities comply with proper methods and standards. Duties include measuring and calculating contractor quantities, meeting necessary material and soils testing frequencies and specifications, performing sampling and testing per established methods, assisting the survey crew chief with construction survey, organizing contract files according to the documentation manual, completing required contract forms and reports, reviewing quantity calculations, test reports, payrolls, and miscellaneous contract files, attending assigned trainings, properly maintaining equipment and vehicle, maintaining a professional public image for the Department, and completing tasks directed by the Resident Engineer. Engineering Technicians may work in office or outdoor environments, in urban and rural settings, across a range of temperatures and climates, and may work alternative shifts including overtime, nights, weekends, holidays, and per diem travel.Essential QualificationsAssociate's degree from an accredited college or university with major coursework in engineering, physics, math or a related field and one year of experience in a specialized engineering function or program area involving application of work procedures, standards and controls; OR high school graduation or equivalent education with two years of experience in such areas; OR one year of experience as an Engineering Technician II in Nevada State service; OR an equivalent combination of education and experience as described above.Job DutiesAssist engineers in performing field and laboratory tests, setting up equipment, gathering and compiling data, analyzing technical problems, conducting research, and ensuring accuracy and conformance to policies, procedures, guidelines, and standards. Assist engineers, contractors, department staff, other agencies, the public and private business with water rights ownership, bid documents, contract plans, right‑of‑way plans, acquisition and disposal documentation, contract specifications, test results, and federal and state guidelines; review, prioritize, research, and prepare information in appropriate format. Perform technical research to ensure compliance with federal and state requirements; review technical documents, analyze and interpret data, note discrepancies, verify non‑compliance areas, contact appropriate parties, and recommend corrections. Maintain records and contract documents, enter data into computer systems, review construction, water rights and contract documents, and check applications and technical reports for completeness, clarity, and conformance. Perform field inspections of construction projects, well locations, water use, materials, equipment, property lines, boundaries, right‑of‑way mapping, and safety barriers; review and interpret plans and records; conduct field measurements and record data; provide information, discuss problems, and recommend solutions to contractors, professionals, property owners, department personnel, and the general public, and document the inspection process for future reference. Prepare drafts by creating maps, charts, graphs, tables, slopes, and contours for construction projects, right‑of‑way location, water rights ownership, and water quality data. Conduct surveying work including staking alignments, structures, fence lines, cross‑sections, setting control points, locating wells, and establishing right‑of‑way lines; perform vertical and horizontal measurements and topographical mapping using transits, levels, rods, computerized surveying equipment, compasses, and calculators. Perform material and soil testing in a laboratory setting, including acceptance testing, design mix, proficiency and advanced testing, research material properties, new or proposed specifications and test procedures. Maintain and calibrate equipment to ensure accurate and reliable results; keep equipment inventory, repair and maintenance records, and recommend repairs or replacements. Research city, county and federal records to determine property ownership, boundaries, encumbrances, and title condition. Perform calculations for surveys, boundaries, right‑of‑way lines, slopes, contours, alignments, traverses, construction limits, and material quantities. Perform related duties as assigned. All work is performed under general supervision and follows the series concept at the journey level, requiring accuracy of final work products and proper application of policies and statutory requirements.Knowledge, Skills, and AbilitiesKnowledge of engineering maps and records, surveying principles and practices, drafting methods, materials, construction techniques, testing and sampling procedures.
