Summary This position is the Technical Coordinator for assigned F&E Installation/Construction Center. Responsibilities The incumbent serves as the Engineering Technician (Coordinator) for all ATCF project activities related to on-site installation/construction. Serves as principle technical specialist/expert and primary on-site focal providing project installation/construction expertise in the preparation of the Project Work Plan as well as OSHA construction safety. Plans, schedules, identifies required resources and coordinates execution of the installation/construction activities across multiple centers. Manages travel, hour, and material Work Orders. Ensures field installations/construction reports are accurate, contain an appropriate level of detail, and are timely. Provides training, mentoring, guidance and advice to field (installation/construction) personnel on technical issues. Provides positive quality assurance controls during installation/construction activities, including minimizing JAI exceptions. Ensure that all facility work permits and risk assessments are properly completed when required. Ensures required parts/materials are ordered/shipped on schedule. Identifies resources needed to perform assignments. Assignments are given in terms of priorities, overall objectives, and boundaries. Completed assignments are considered technically authoritative and are reviewed only for general compliance with organizational objectives. Organizes and assigns resources needed to accomplish large work activities within established schedules. Interprets and adapts technical manuals, manufacturers¿ instructions, FAA policies and procedures. Work is reviewed for compliance with established policies and sound technical and programmatic judgment. Performs work of broad scope and serves as a liaison between on-site technicians and management requiring minimal to no intervention of direct front line manager while keeping management advised of significant problem areas, concerns or unanticipated issues not initially addressed Applies advanced technical expertise and expert knowledge interpreting drawings, reviewing installation designs and specifications. Estimates, manages, and accounts for funding of assigned projects. Initiates, modifies, and assesses task orders/work/releases/contracts with Technical Support Services Contract (TSSC), ¿ NAS (National Air Space) Integration Support Contract (NISC), and others in response to changes in scope, performance and cost. Interfaces with Logistics on contract award, contract modifications and materials acquisitions. Reviews and approves contractor submittal. Verifies project material, manages project logistics, purchases materials, determines and implements construction methods used in the install/construct/integrate of equipment and systems. Acts as the primary liaison in regard to coordinating activities with stakeholders. Provides project status updates, attends project meetings, executes site surveys, and participates in Contractor Acceptance Inspection (CAI's) and Joint Acceptance Inspection (JAI's). Serves as COTR (Contracting Officer Technical Representative), overseeing work activities to ensure contract requirements and schedules dates are met. Coordinates between the Project Engineer and the CO (Contracting Officer) and other shareholders/agencies involved in the project. Contacts include internal and external organizations including but not limited to State and Federal Agencies, Defense (DOD), airport management, contractors, and utility companies to obtain information or resolve problems. Incumbent uses appropriate technical documentation such as FAA Orders for guidance. Exercise practical judgment and discretion in accomplishing work assignments in a safe manner. Possesses broad knowledge of FAA policies and is up to date on all appropriations, guidance and procedures pertaining to engineering, construction, procurement and Occupational Safety Health Administration (OSHA) Performs other project related tasks as required/needed. Qualifications To qualify for this position, you must demonstrate in your application that you possess experience equivalent to Pay Band FV-H/FG-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is: Experience with installation and modification of electronic equipment and mechanical systems. Equipment may include equipment related to radar systems, navigational aid equipment such as lighted and distance measuring equipment, communication systems such as radio/microwave communications Use of RF transmission line test equipment using an Anritsu Analyzer or equivalent. Required to test and interpret results of fiber optic cable condition and loss using an Optical Time Domain Refractometer and Optical Loss Test Set. Experience in RF coaxial cable installation, including termination and testing. RF Sweep testing, PIM (Passive Intermodulation Testing), Antenna propagation validation via Spectrum Analyzer/Oscilloscope Experience in project & construction scoping including RF installations, Tower modifications & New Site Builds (NSB), UHF/VHF cable plant and antenna systems. Underground and aerial Fiber/Electrical installations, raw-land tower sites & shelter/equipment room prep and modernizations, Fiber/Telco backhaul design, DC low voltage power delivery, tower modifications and build feasibility analysis Narratives for Demonstrated Abilities are Mandatory.
