General Description

This is complex technical work performing a variety of field and office duties requiring drafting and subprofessional engineering skills. The work of this class is distinguished from the class of Associate Engineering Technician by a greater degree and variety of complexity and difficulty in assigned projects. The work is performed under the general direction and supervision of the Director of Engineering or their designee and work is checked occasionally for accuracy and completeness, but considerable leeway is granted for the exercise of independent judgment. Supervision may be exercised over the work of contractors and construction and surveying crews on some occasions as directed and specified by the employee's supervisor.

Essential Job Functions

  • Prepares engineering plans for construction projected in a specific field of concentration, including streets, utilities, traffic and transportation;
  • Inspects work conducted by contractors on behalf of the City for compliance with approved plans and specifications, suggesting adjustments or modifications which allow to work to continue without compromise to specifications;
  • Submits estimates for payment of work completed in accordance with the project contract;
  • Updates and maintains road, utilities, traffic and other maps, drawings and databases to show present and proposed changes and improvements;
  • Performs layout and drafting work on difficult civil and other engineering projects and prepares preliminary specifications for such work;
  • Makes schematic drawings as supplements to specifications;
  • Prepares as-built drawings from field data;
  • Researches records, maps, drawings and computer-stored data to determine ownership, specifications or boundaries in response to inquiries or as needed for a particular project;
  • Lays out and prepares graphics and preliminary designs for assigned engineering projects;
  • Collects data and analyzes such information to prepare reports, identify and assess problems and assist in performing engineering calculations;
  • Performs a variety of field work, field data collection and inspection assignments;
  • Inspects work sites before, during and after completion;
  • Performs sampling or testing as well as visual inspection to ensure compliance with specifications and drawings;
  • Lays out markings or indicators for work crews, including staking grades for contractors, identifying layout for pavement painting, indicating valve boxes or other underground structures;
  • Performs speed studies, traffic volume and turning movement counts, origin and destination analyses and time and distance studies;
  • Analyzes traffic signals to determine if they meet warrants of the state Manual on Uniform Traffic Control Devices;
  • Prepares detour and closure plans for construction projects for various City Departments and Contractors;
  • Operates testing, inspection and monitoring equipment, devices and vehicles;
  • Provides technical assistance to the public and to other municipal divisions;
  • Answers and responds to public inquiries and complaints and refers matters to appropriate City or other public agencies;
  • Attends meetings, conferences and workshops as requested and authorized;
  • Performs related work as required.

Skills/Knowledges/Abilities

  • Thorough knowledge of the principles, practices and techniques of surveying and drafting;
  • Thorough knowledge of basic construction design, methods, materials and techniques;
  • Good knowledge of construction and/or civil, or traffic engineering principles, practices and procedures with thorough knowledge of the particular principles, practices and procedures in the areas of assignment, including appropriate inspection and evaluation techniques of the specialty;
  • Good knowledge of engineering and business mathematics, including algebra, geometry and trigonometry;
  • Good knowledge of the principles and legal terminology of real estate acquisition and of City ordinances and regulations related to land improvements;
  • Skill in the accurate use of surveying and drafting instruments;
  • Ability to make complex and difficult field and office engineering computations;
  • Ability to read and interpret engineering plans and to understand and follow specifications;
  • Ability to communicate well with supervisory personnel, property owners, contractors, subcontractors and others;
  • Ability to prepare accurate and reliable reports containing technical data, findings and conclusions;
  • Ability to operate a Unix work station computer for GIS applications and personal computers and computer-aided drafting and surveying applications appropriate to assigned duties;
  • Ability to use logical thought processes to develop solutions according to written specifications and oral instructions;
  • Ability to perform a wide variety of difficult technical tasks with accuracy and speed under the pressure of time-sensitive deadlines;
  • Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information;
  • Ingenuity and inventiveness in the performance of assigned tasks.

Training/Education/Qualifications

Minimum Qualifications

  • Valid driver's license (will be verified for finalist); and

  • One (1) year of work experience in construction, engineering, construction inspection or drafting.

Preferred Qualifications

  • Graduation from a college or university of recognized standing with an Associate's Degree in drafting, engineering technology, or closely related field

  • Three (3) years of experience in civil or traffic engineering, preferably for a local government.

Health Insurance

The City offers comprehensive medical, dental, and vision insurance coverage. The medical plan is a High Deductible Health Plan (HDHP) with a Health Savings Account (HSA) to help cover eligible healthcare expenses. Health insurance coverage begins on your date of hire.

Holidays

For many employee groups, the City provides 17 days (136 hours/year) of paid holiday leave. These include: New Years Day, Martin Luther King Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and the Friday after, Christmas Eve Day, Christmas Day and New Years Eve.

Life Insurance

After six months of employment, employees are eligible for $10,000 coverage under our group life insurance policy. Additional coverage up to the employees annual salary ($40,000 maximum) may be purchased. Upon retirement this coverage will be reduced to $4,000. The premiums will be paid by the City.

Voluntary Supplemental Benefits

Life insurance (term and whole life), critical illness/cancer, accident, short / long term disability insurance

Deferred Compensation Plan

This plan allows employees to build a financial reserve for retirement by using pre-tax, payroll deducted contributions. This money is held and invested by the plans trustees in options selected by the employee. Risk levels vary depending on the options chosen. Participation is voluntary.

Retirement Plans

The Ohio Public Employees Retirement System (OPERS) and the Police and Fire Disability and Pension Fund (PFDPF) are the two plans available to City employees. Both are established by Ohio law and participation is required. Both the employee and the City of Hamilton contribute a percentage (pre-tax) into the system. Members do not pay into the Federal Social Security System. Employees and the City also contribute to Medicare.
