The Position

The City of Lake Oswego announces an excellent career growth opportunity for a customer service-oriented engineering technician to perform intermediate to advanced level technical engineering work. This position will primarily focus on reviewing and approving public right-of-way permits for improvements such as driveways, sidewalks, utility connections and franchise utility activities. This work requires collaboration with other colleagues within the Public Works Department to ensure coordination and consistency of policies and procedures. The incumbent will have an opportunity to apply their skills to areas of engineering design, development review, project management, construction management and inspection, code enforcement, and report writing. The employee will report to and receive work assignments from the Assistant City Engineer.

Engineering Technician I - $31.80 - $40.56 / hour

Performs routine, technical engineering support functions including surveying, transportation analyses, engineering design, report writing and construction inspection.

Engineering Technician II - $34.09 - $43.54 / hour

Performs intermediate-level technical engineering work using basic scientific and engineering principles in the areas of surveying, engineering design, report writing, and construction administration and inspection.

Engineering Technician III - $39.55 - $50.47 / hour

Performs technical engineering work using advanced scientific and engineering principles and knowledge in the areas of surveying, transportation and rights of way, engineering design, cost estimating, report writing, and construction administration and inspection.

Key Responsibilities

  • Prepare and manage City Right-of-Way (ROW) permits which will include inspecting connections to City utilities, driveway approaches and work by franchise utility companies.
  • Explain City Code, policies, construction standards and other regulations to the public, contractors, engineers, architects and other public organizations or utility organizations to ensure adherence to City requirements. This includes in-office assignments to respond to the public in person, on the phone or by email.
  • Being assigned to Engineering Counter Duty in order to respond to inquiries during working hours.
  • Enforce code requirements for ROW encroachments and violations. Work will include preparing encroachment permit documents.
  • Provide senior engineering staff with technical support in areas such as roads and underground utilities, transportation analysis and design, private development review and approval, construction administration and/or inspection, engineering analyses with computerized analysis tools, survey and field data collection, mapping, drafting and records management.
  • Respond to inquiries and complaints from property owners, businesses, other agencies and the public about construction projects or issues within the ROW.
  • Prepare project-related correspondence and manage field data exchange procedures between contractor, engineer, agencies, developer and owner. Coordinate and direct field acceptance monitoring and testing as required.
  • Work closely with Engineering staff to communicate city, state and national traffic engineering standards and guidelines.
  • May be assigned to inspect private development work that is associated with public infrastructure improvements such as roadways, storm drainage, water and sewer.
  • Performs other duties of a similar technical and customer service-oriented nature as assigned.

Profile of "Ideal Candidate:" An "Ideal Candidate" will be self-directed, goal oriented and a team player. Moreover, the ideal candidate will be a problem-solver and should possess the following characteristics:

  • A history of public sector customer service;
  • Construction management skills and a familiarity with construction and engineering principles;
  • Knowledge and understanding of stormwater management.
  • Sound technical engineering skills, specifically with City infrastructure (roads and underground utilities);
  • Familiarity with Manual on Uniform Traffic Control Devices (MUTCD), and similar ODOT traffic control handbooks and manuals;
  • Excellent written and verbal communication skills and the ability to promote positive public relations with a wide variety of individuals ranging from construction workers to corporate officers;
  • Experience with office computer applications, including MS Office and general database applications is necessary.
  • Strong sense of personal and professional ethics; and
  • Excellent work habits.

Holidays

The following holidays are observed throughout the year:

Vacation

Employees shall accumulate vacation in the following manner:

20+ years:25 days (16.67 hours per month)

Part-time employee vacation hours are pro-rated based on hours worked. Vacation time may accumulate to maximum of 2 times yearly accrual. Excess vacation time will be transferred to employees VEBA account.

Sick Leave

At hire, 48 hours of sick time will be available. After a full 6 months of employment, sick hours will then be accrued a monthly basis at a rate of 8 hours per month.

Part-time employee sick hours are pro-rated based on hours worked. Sick leave may be accumulated to 1080 hours. Anything over 1080 hours will be transferred to employees VEBA account.
