Engineering Technician I: $63,543 to $81,489 annually
Engineering Technician II: $70,205 to $90,030 annually
Under direct supervision (Engineering Technician I) or general supervision (Engineering Technician II), performs a variety of specialized paraprofessional engineering work and office duties in support of professional engineering staff and inspectors for the planning, design, and construction of Capital Improvement Projects (CIP); maintains plan files and engineering records; conducts field surveys, maintains the database, generates reports, and creates maps on the Geographic Information System (GIS); engineering permit processing; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives direct supervision (Engineering Technician I) or general supervision (Engineering Technician II) from management staff. Exercises no direct supervision of staff. May exercise technical and functional direction over and provide training to lower-level staff.
CLASS CHARACTERISTICS
Engineering Technician I: This is the entry-level class in the paraprofessional Engineering Technician series. Initially under close supervision, incumbents with basic technical engineering experience perform work such as maintaining engineering records, performing basic engineering calculations, performing field observations and surveys, researching engineering topics, and updating maps and drawings, in addition to performing office and field work related to assigned engineering projects and programs. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform most of the duties required of the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Since this class is often used as a training class, employees may have only limited or no directly related work experience.
Engineering Technician II: This is the full journey-level class in the paraprofessional Engineering Technician series. Incumbents perform the full range of technical work in all of the following areas: field observations and surveys, researching engineering topics, and updating maps and drawings, in addition to performing office and field work related to assigned engineering projects and programs. Positions at this level are distinguished from the I level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the professional engineering series in that the latter is a professional level requiring completion of a four-year degree.
Positions in the Engineering Technician class series are flexibly staffed and positions at the II level are normally filled by advancement from the I level requiring two (2) additional years of experience and after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class. When filled from the outside, the employee is required to have three (3) years of prior related experience that allows the employee to meet the qualification standards for the II level.

Any combination of training and experience, which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Engineering Technician I and II: Equivalent to completion of the twelfth (12th) grade supplemented by at least two (2) years of college-level coursework in civil engineering, drafting, surveying, mathematics, or related field.
Engineering Technician I: One (1) year of paraprofessional experience in civil engineering, drafting, surveying, or related field. A bachelors degree in civil engineering, drafting, surveying, mathematics, or related field can supplement up to one (1) year of experience.
Engineering Technician II: Three (3) years of increasingly responsible paraprofessional experience in civil engineering, drafting, surveying, or related field, or two (2) years of experience equivalent to Engineering Technician I at the City of Orange.
Licenses and Certifications:
Engineering Technician I: Possession of, or ability to obtain, a valid California Class C Drivers License by time of appointment.
Engineering Technician II: Valid California Class C Drivers License with satisfactory driving record and automobile insurance; possession of certification as an Engineer-In-Training is highly desirable.
Supplemental Information
Physical Demands:
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to inspect City development sites, to operate a motor vehicle, and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is partially a sedentary office classification, although the job involves field inspection work requiring frequent walking at inspection sites to monitor performance and to identify problems or hazards; standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.
Environmental Elements:
Employees work in an office environment with moderate noise levels and controlled temperature conditions; but may occasionally work in the field and be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

BENEFITS FOR ORANGE MUNICIPAL EMPLOYEES ASSOCIATION
The City of Orange provides a generous array of benefits to employees in addition to maintaining competitive salaries. Benefits are prorated for part-time employees working from 20 to 35 hours.
The following is a partial list of benefits:
Salary Range. Salary Ranges are composed of six (6) steps, each approximately five percent (5%) apart. Advancements through the steps are generally made yearly and based on performance.
Retirement Benefits. Retirement benefits are provided by the California Public Employees Retirement System (CalPERS), including the Citys contribution toward the Fourth Level Survivors Benefit.
Effective January 1, 2013, newly hired non-safety employees who are "New" CalPERS Members, as defined by the Public Employees Pension Reform Act of 2013 ("PEPRA"), will be enrolled in the CalPERS 2% at age 62 defined benefit plan with three year final compensation in accordance with Public Employees Pension Reform Act of 2013 (PEPRA). New Members shall contribute half of normal cost of retirement as determined by CalPERS from their pensionable compensation, on a pre-tax basis, as set forth in California Government Code Section 7522.30.
An employee who is a "Classic" Member of CalPERS or a current member of another California public retirement system who is hired by the City of Orange on or after January 1, 2013, will be enrolled in the CalPERS 2.7% @ age 55 benefit formula with one year final compensation. Employees contribute 8.00% of pension reportable salary on a pre-tax basis for this retirement benefit.
Social Security & Medicare. Employees do not pay into Social Security, however, do contribute 1.45% of salary towards Medicare.
Cafeteria Benefits Plan. The City pays up to $2,170 per month (Family) which can be applied towards CalPERS medical, dental, vision, health care reimbursement, and/or dependent care reimbursement. Under certain criteria, employees may elect to opt out of the Citys medical plan altogether and receive $400 per month.
Life Insurance. The City provides a term life insurance policy of $50,000.
Vacation. Employees earn 80 hours of vacation during the first year of service, and an increasing accrual up to 200 hours per year after 24 years of service. The City also provides an annual unused vacation payout plan.
Holidays. The City observes 11 paid holidays and provides 9 hours of floating holiday annually.
Sick Leave. Sick leave is accrued at a rate of 96 hours per year. Employees are eligible to convert unused sick leave to vacation on an annual basis. A partial payment (up to 50%) for accumulated unused sick leave is available to City employees who retire from the City.
Other Benefits. Most employees work a "9/80" alternate work schedule with City Hall closures every other Friday. Long Term Disability, an Employee Assistance Program, Tuition Reimbursement (up to $1,500/fiscal year), Trip Reduction Program incentives, optional Deferred Compensation programs and Credit Union membership are a few of the additional benefits provided and/or available to employees.
CONDITIONS OF EMPLOYMENT
