Overview Position: Engineering Technician II (S) – Division of Highway Administration, Department of Transportation. Location: District 2 Office, Mecklenburg County. The role serves as lead inspector or supervisor on large and complex highway projects and works with contractors, field personnel, utilities, and the public to ensure compliance with engineering standards.Responsibilities Lead or supervise inspections on large and complex highway projects.Coordinate with contractors, technicians, and field support to enforce engineering standards and guidelines.Review plans for utility installations, roadway improvements, and secondary construction projects for plan conformity and regulatory compliance.Prepare cost estimates for force‑account construction and purchase order contracts as overseen by the District Office.Compute project quantities and draft special provisions contracts.Process agreements and permits including utility/non‑utility encroachment, road additions, abandonments, and other records and reports.Meet with utility representatives, contractors, property owners, and others to discuss adherence to policies, answer questions, and address public complaints via telephone, correspondence, or in person.Communicate effectively and build positive working relationships with utility reps, contractors, engineers, co‑workers, local government, and the general public.Operate a personal computer to prepare documents and maintain databases.Use technical skills to compute estimates and process agreements/permits.Survey and inspect construction sites in rough terrain and varied temperatures; wear safety toe shoes.Legally operate a motor vehicle.Requirements Must have close visual acuity to review and interpret plan details.Ability to survey and inspect construction sites in rough terrain and variable temperatures.Safety toe shoes required; able to legally operate a motor vehicle.Ability to compute estimates and process agreements/permits using technical skills.Strong written and verbal communication skills.Successful completion of a post‑offer employment evaluation required.Preferred Qualifications Experience conducting independent, moderately complex inspections with limited supervision.Skill in evaluating and applying engineering judgment to construction plans, contract provisions, and inspection procedures.Experience maintaining precise and legible records and reports, including computer/iPad data entry.Experience sampling and testing materials to evaluate acceptance.Demonstrated ability to lead co‑workers on assigned tasks.Education and Experience Associate's degree in an applicable area of Engineering Technology, Survey Technology, or related curriculum from an accredited institution.Two (2) years of progressive technician‑level experience; or an equivalent combination of education and experience.Salary Salary Grade: NC09 – Salary Range: $41,206–$72,113.EEO Statement The State of North Carolina is an Equal Employment Opportunity Employer and dedicated to providing employees with a work environment free from unlawful employment discrimination, harassment, or retaliation.
