Land Development Services (LDS) is the steward of the countys land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the countys economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Fairfax County's Department of Land Development Services is seeking a detail-oriented, customer-focused professional to join the Site Services Center. Under the supervision of the Site Services Center Chief, this position is responsible for reviewing permit applications, site-related plans, and supporting documentation to ensure compliance with applicable county and state codes and ordinances.

Duties and Responsibilities

  • Reviews permit applications and site-related plans for compliance with the Chesapeake Bay Preservation Ordinance, Erosion and Stormwater Management Ordinance, Zoning Ordinance, and other applicable design criteria.
  • Ensures plan packages are complete upon submission, identifies minimum requirements, determines scope of work, and evaluates acceptance in accordance with county codes and ordinances.
  • Provides timely processing of plans and supports applicants through the acceptance, review, and log-out process while delivering exceptional customer service.
  • Calculates and determines conservation deposit amounts, pro-rata share fees, and other required fees; collects payments and maintains accurate documentation.
  • Processes plans to and from appropriate review agencies and verifies accurate data entry for Virginia Erosion and Stormwater Management Program and Virginia Stormwater Management Program permits in accordance with county and state requirements.
  • Ensures submitted plans meet required minimum stormwater criteria, including verification of Best Management Practices acceptable to the county and the Commonwealth of Virginia.
  • Communicates with customers, county staff, and other stakeholders regarding plan submissions, maintenance agreements, land-disturbing activity requirements, and associated fees.
  • Provides customer support for a wide range of services including permits, building plans, site-related plans, inspections, waivers, and other LDS submissions.
  • Support is delivered in person, by phone, and through virtual channels.
  • Collaborates with colleagues within and outside the business unit to facilitate efficient service delivery and timely resolution of customer needs.
  • May conduct jobsite visits and may ride in county vehicles with other employees when required.
  • Attends county meetings and required training, including emergency management, safety, and job-specific courses.
  • Ensures adherence to LDS safety programs and guidelines.
  • Performs other duties as required.

This position involves attending meetings, customer interactions, and occasional jobsite visits. Safety practices include telework and virtual visits when feasible, use of plexiglass barriers, handwashing, use of hand sanitizer, maintaining six-foot distancing, and wearing cloth face coverings during brief interactions closer than six feet or in common areas. Face coverings are required when working within six feet of others and no other control measures are possible.

Position may be underfilled as an Engineering Technician II; the Underfill Requirements are stated below in the Employment Standards section.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to high school graduation or a G.E.D. issued by a state department of education; plus, four years of engineering technical support work.

CERTIFICATES AND LICENSES REQUIRED:

DEQ - DUAL Program Administrator certification.

UNDERFILL REQUIREMENTS:

This vacancy may be underfilled at the level of Engineering Technician II (Grade S19, $54,330 - $90,550). The employment standards for the Engineering Technician II are: Any combination of education, experience, and training equivalent to high school graduation or a G.E.D. issued by a state department of education; plus, three years of engineering technical support work. Upon completion of an underfill agreement (which will require that the employee meet the employment standards stated above in addition to obtaining competencies defined by the hiring agency) the employee will be elevated to the level of Engineering Technician III.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Working knowledge of County land development process.
  • Experience in reading, interpreting, and appropriately applying land development codes and regulations.
  • Strong written and verbal communication skills.
  • Experience in engineering technical support
  • Previous experience, or ability, in reading and reviewing site-related plans desired.
  • Experience working on a paraprofessional staff in a fast-paced, customer service-oriented environment.
  • Working knowledge of the Planning and Land Use System (PLUS).

PHYSICAL REQUIREMENTS:

Ability to operate keyboard driven equipment. Position is generally sedentary. All duties performed with or without reasonable accommodations.
