Description

Performs intermediate skilled technical work in a variety of wastewater discharge from Significant Industrial Users (SIUs), and laboratory assignments requiring experience and demonstrated technical competency in activities involving the wastewater collection systems with emphasis on routine sample collection, customer service, and related work as apparent or assigned. Work is performed under the limited supervision of the Utilities Supervisor - Laboratory. related work as apparent or assigned.

Examples of Duties

  • Coordinates technical work and acts as liaison between City departments, other local and state government agencies, contractors and the public, relating to water and sewer utilities and construction projects.
  • Performs, coordinates, and administers other utility-related programs as required.
  • Supervises and coordinates the daily activities of personnel responsible for sampling and monitoring wastewater generated by industrial and commercial users.
  • Diagnoses and troubleshoots complex sewer-related problems.
  • Plans, prioritizes, assigns, and reviews work assignments to ensure compliance with Federal, State, and local environmental regulations.
  • Operates, calibrates, and maintains sampling and flow monitoring equipment; performs field analyses including, but not limited to pH and chlorine testing.
  • Collects, preserves, and documents wastewater samples using approved methods and protocols for pollutants such as cyanide, mercury, volatile organic compounds, and other pollutants of concern.
  • Investigates and tracks unusual or non-compliant conditions at wastewater facilities or in the collection system to initiate corrective action(s) as needed.
  • Inspects project sites while acting as construction inspector and participates in field surveys.
  • Conducts inspections of grease interceptors at food service establishments; performs follow-up inspections to verify installation of required equipment or completion of corrective measures
  • Utilizes existing GIS maps and as-builts.
  • Collaborates with other departments to support public outreach initiatives and community education related to wastewater management and environmental protection.
  • Occasional duties of preparing and managing work schedules of other Technicians and Specialists.

Typical Qualifications

Education andExperience: High School Diploma or GED and/or equivalent combination of education and experience with a comprehensive understanding of municipal and industrial wastewater treatment processes, including applicable monitoring technologies, or in construction work. Experience in the technical field is preferred. Wastewater collection and/or Wastewater Treatment Process. Proficiency in sampling, collection, preparation, and preservation techniques for a wide range of wastewater pollutants of concern, including but not limited to cyanide, mercury, and volatile organic compounds (VOCs). Familiarity with regulatory standards and environmental compliance related to wastewater sampling and inspections

Knowledge, Skills and Abilities: Thorough knowledge of the terminology, methods, practices and techniques of engineering, utilities design and minimum technical standards; thorough knowledge of engineering maps and records; some knowledge of the basic principles of engineering; ability to reduce, interpret and apply field notes in complex technical duties; experience using Microsoft Office Suite and position specific software applications, including geographic-based information programs; ability to establish effective working relationships with other employees,publicandprivateofficialsandthegeneralpublic;detail-orientedperson,workswellin a group/team environment; ability to understand and follow complex oral and written instructions; good written and verbal communication. Ability to work on-call rotation. Research skills a plus.

Physical Requirements: This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to25poundsofforceandoccasional exertion of up to50poundsofforce;workregularlyrequiresspeaking or hearing, using hands to finger, handle or feel, tasting or smelling and pushing or pulling, frequently requires standing, walking, sitting and reaching with hands and arms and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arms-length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions, working near moving mechanical parts, exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).
