The Naval Undersea Warfare Center Keyport Division (NUWCDIVKPT) Detachment Pacific (Code 04/TDC) functions as NUWC’s forward presence in the Middle Pacific, Guam, and Western Pacific (WESTPAC) providing Detachment/Site Management in accordance with the Commanding Officer's (CO) letter of delegated authority to provide for program management, planning, policy, and execution of assigned programs and facility operations at the Detachment; monitor Safety and Occupational Health (SOH), physical and information security, personnel administration, including Equal Employment Opportunity (EEO) and professional development and morale, environmental compliance, appropriate interaction with all levels of Government and public affairs functions, site and area coordination for emergency preparedness, facilities management and space utilization, site material readiness, proper use of Government equipment and proper expenditure of funds, and adherence to good management practices and controls; manage the Detachment/On-Site Office (OSO); perform Navy programs duties under authority; manage military personnel allowance in accordance with Navy regulations, including Article 15 authority (non-judicial punishment); and serve as the Command's representative to the local installation CO or facility host in negotiating for utilities, security services, and facility maintenance. Divisions supported within this task are Hawaii Fleet Test and Operational Assessment Division (Code 24), Pearl Harbor Torpedo Division (Code 34), and Fleet Technical Support Division (Code 45).

 

Reporting to the Program Manager, the Engineering Technician IV provides technical support for Fleet Test and Evaluation Center (FTEC) Operations on the Hawaii Detachments Support Services contract. The FTEC Facility supports the Shipboard Electronics Systems Evaluation Facility (SESEF), Tactical Network Analysis Center (TNAC), Surface Ship Radiated Noise Measurement (SSRNM) Program, and future test and evaluation efforts. The role supports facility-based operations at Kapolei, Hawaii, as well as fly-away support to Guam and other locations. Responsibilities include operating Government-owned test equipment, developing and executing Electronic Warfare (EW) and combat systems test scenarios, analyzing data, troubleshooting systems, conducting shipboard technical assists, maintaining equipment, and preparing required documentation. Working with moderate independence in a secure test environment, the technician ensures accurate test execution, compliance with Navy test and evaluation procedures, equipment readiness, and proper accountability of classified and unclassified test assets. This position is located in Kapolei, HI.

What You'll Do:
  • Operates Government-owned test and evaluation equipment to provide real-time combat system test, evaluation, and training services to measure, sustain, validate, and optimize operational readiness for Electronic Warfare (EW) systems and other fleet systems (estimated 20 tests per week).
  • Plans and develops test scenarios, analyzes test data, assists with troubleshooting, performs onboard technical assists, and provides feedback to ships supporting EW systems testing and training evolutions (estimated four evolutions per month at the Hawaii site).
  • Supports test and training evolutions at the Hawaii FTEC site and provides fly-away support to Guam and other locations, including scheduling, coordination, and interfacing with Fleet, Government, and commercial entities (estimated four evolutions per month).
  • Processes test data and performs analysis to support preparation and distribution of associated documentation, messages, and reports.
  • Supports shipboard technical assists for troubleshooting and training on test equipment and procedures (estimated 12 assists per year).
  • Performs preventive and corrective maintenance on test and evaluation equipment (estimated 10 pieces of equipment per month); maintains applicable documentation, maintenance records, standard operating procedures (SOPs), and references required to keep inventory and equipment in ready-for-issue status; conducts prior-to-use and post-use inspections.
  • Maintains inventory control, stowage management, and custody accountability of test equipment, tools, and associated gear at assigned FTEC and SESEF facilities; executes custody transfers and issue/return control actions.
  • Supports compliance with applicable Navy instructions for test operations, data handling, security, and material management; assists with audits, inventory counts, and quality assurance activities.
  • Provides technical input to Government personnel to support requisition, calibration, repair, and maintenance of test equipment, tools, consumables, and materials required to maintain readiness of assigned test assets.
  • Assists with shipment preparation, receipt, and transportation coordination of test equipment and material using Government/Contractor vehicles and material handling equipment as required.
  • Supports annual asset audits and inventory counts for Division test equipment, tools, and supplies; assists the NUWC asset management team as required.
  • Bid and proposal support if requested.
  • Other duties as assigned.
What We're Looking For:

Required Qualifications:

  • An active SECRET clearance is required to be considered for this position.
  • HS Diploma required.
  • Certifications

    • Must obtain TACAN Operator/Supervisor Certification within one (1) year of onboarding (training provided by the Government).

    • Must obtain AN/ULM-4 Operator Certification within one (1) year of onboarding (training provided by the Government).

  • Four to six (4 - 6) years of progressive experience in electronics, test equipment operation and maintenance, Navy Electronics Technician (ET) rating, or equivalent military/civilian experience supporting test and evaluation, technical support, or equipment maintenance activities. DoD, Navy, or industrial test environment
  • Knowledge of Navy test and evaluation procedures, Electronic Warfare (EW) systems, combat system operations, SESEF, TNAC, SSRNM programs, and applicable NAVSEA, OPNAV, DoD, and local instructions governing test operations, data collection, documentation, security, and material handling.

  • Knowledge of test equipment operation, maintenance, and troubleshooting, including TACAN systems, AN/ULM-4 test sets, spectrum analyzers, signal generation equipment, and related fleet test and evaluation equipment.

  • Knowledge of Quality System standards, including ISO 9001:2015 requirements applicable to test, evaluation, and technical support activities.

  • Ability to coordinate effectively with Government personnel, Fleet units, shipyard activities, vendors, and other contractors; support operational surge requirements; and travel to CONUS and OCONUS locations (including Guam) as required.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Travel Required ~10% travel required. 
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications: 

  • Associate or bachelor's degree from an accredited university in in electronics technology, electrical engineering technology, or a related technical field is desired. 

  • Prior experience with Navy test and evaluation programs (SESEF, EW testing), TACAN or navigation aid test equipment, AN/ULM-4 or similar test sets, or shipboard technical support is desired.

Physical Requirements:

  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking. 
  • The ability to lift items that may weigh up to 50 pounds. 
  • The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as performing regular shop activities, inspections, or to observe and study operations in an industrial or comparable work area, or on-board ships, submarines, and/or in weapon facilities.
