Engineering Technician Subject Matter Expert (On Call)

Responsibilities:

**This is an on-call position based in the Philadelphia, PA area.

 

GENERAL SUMMARY: The NSWCPD Machinery Control Systems (MCS) team is seeking an experienced, on-call technician to provide subject matter expertise (SME) in support of the DDG HM&E Mid-Life Upgrades Program and lifecycle support of fielded Machinery Control Systems (MCS) on the USS ARLEIGH BURKE class of destroyer. The primary function of this position is to serve as a technical resource and advisor to the team, providing expert-level guidance on control system troubleshooting, system configuration, testing, and installation activities both at Land Based Engineering Sites (LBES) and shipboard. The candidate will leverage extensive hands-on experience to mentor team members, resolve complex technical issues, and ensure continuity of institutional knowledge across program efforts.

 

PRINCIPAL DUTIES/RESPONSIBILITIES:

• Serve as a subject matter expert on Machinery Control Systems, providing technical guidance and mentorship to team technicians and engineers.
• Guidance on developing, reviewing, and improving training materials including curricula, system-specific instructional content, and hands-on lab exercises
• Provide expert-level troubleshooting support for complex control system problems across all variants of fielded systems (microprocessor-based control systems) both at LBES and shipboard.
• Advise on test procedures, test execution strategies, and troubleshooting approaches using system documentation and electrical schematics.
• Advising on training approach and content accuracy to ensure materials reflect current system configurations and operational lessons learned
• Identifying gaps in existing training materials and recommending updates based on evolving system baselines and common field issues
• Support resolution of escalated technical issues that exceed the capability of on-site personnel.
• Provide guidance on shipboard software and hardware installation of all variants of fielded systems at LBES and shipboard.
• Review and provide expert input on test procedure development, edits, and implementation.
• Review technical documentation related to all variants of fielded systems and provide recommendations for improvement.
• Act as a technical liaison between shipboard test teams and technical leads/
• Support knowledge transfer and continuity by maintaining and sharing institutional knowledge of system history, lessons learned, and best practices.
• Provide documented status updates and technical findings when engaged on tasking.

Required Qualifications:

• Bachelor's degree & Seven (7)+ years of demonstrated professional experience as an electrical technician, engineering technician, or field technician as it pertains to control systems in an industrial or military environment.
• In lieu of a Bachelor's degree will also consider an Associates degree & 9 years OR High School diploma and 11+ years of military/professional experience.
• Advanced electrical troubleshooting skills to include proficient use of a digital multimeter, oscilloscope, and signal generator.
• Strong understanding of electrical principles including current, voltage, and resistance, and the ability to effectively troubleshoot complex circuits containing them.
• Must be a US Citizen with an Active Secret Security Clearance.

Desired Qualifications:

• Ability to read, interpret, and explain electrical schematics and diagrams to others.
• Proficiency with a personal computer (PC) including advanced operations.
• Proficiency with Microsoft Office suite (especially Excel, Word, and Outlook).
• The ability to learn new PC applications as needed.
• Strong problem-solving ability with a practical, methodical approach.
• Attention to detail and meticulous logging of testing, troubleshooting steps, and findings.
• Excellent interpersonal skills with the ability to liaise confidently and professionally with a diverse range of people.
• Sound analytical skills with an eye for detail.
• Effective communication skills with the ability to convey complex technical concepts to personnel of varying experience levels.
• Ability to self-motivate and complete tasks efficiently with minimal supervision.

ADVANCED SKILLSET: 

• Knowledge of the fundamental concepts, practices, and procedures associated with industrial control systems.
• Experience with Versa Module Eurocard (VME) systems.
• Experience with Programmable Logic Controller (PLC) systems.
• Experience with control systems such as PLCs, VME, PXI, and/or Micro-Controllers.
• Advanced computer skills to include use of HyperTerminal, Putty, or an equivalent serial interface.
• Ability to use Wireshark for network data capture, analysis, and troubleshooting.
• Basic knowledge of network troubleshooting tools.
• US Navy shipboard experience in engineering department (GSE, ET, or ETV rating preferred).
• Basic technical writing ability.

MISCELLANEOUS:

• Travel frequency will be determined on a case-by-case basis based on program needs; travel may be required to shipyards and naval stations when on-site SME support is necessary.
• Off-hour and weekend work may occasionally be required to meet deliverables and ship test schedules when activated.
• Professional written and oral communication skills are required.
• Remote/phone/virtual consultation and technical advisory support may be provided from home office when on-site presence is not required.

 

SPECIAL REQUIREMENTS:

• Successful applicants must either have an active government security clearance or the ability to receive approval upon position acceptance.
• Must have a valid US passport or the ability to obtain one upon position acceptance.
• When activated, onsite work at LBES, Ship Yards, and Naval Stations may be required. It will be mandatory to obtain and maintain necessary clearance for Ship Yards and Naval Stations.

PHYSICAL REQUIREMENTS: When activated for onsite work, employees working in naval industrial environments, whether shipboard or pierside, must meet certain physical requirements to safely perform essential job functions. Individuals must be capable of standing and walking for extended periods, often on uneven, wet, or slippery surfaces, and must be able to climb vertical ladders, stairs, and steep inclines while carrying tools or equipment. The position may require the ability to work in confined spaces with limited ventilation and restricted movement, including crawling through narrow passageways and working in overhead or below-deck areas. Workers must possess sufficient manual dexterity and grip strength to operate hand and power tools, manipulate controls, and handle materials weighing up to fifty pounds on a regular basis. Adequate vision is necessary to read technical manuals, identify color-coded systems, and detect safety hazards, while hearing capability must be sufficient to perceive warning signals, alarms, and verbal communications in noisy environments, with or without hearing protection. Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

Posted Salary Range: USD $31.07 - USD $48.53 /Hr.
