III. POSITION SUMMARY:
The EL Enhancement Program Specialist is a certified educational professional who supports the district's English Learner (EL) program through instructional leadership, co-teaching, co-planning and targeted professional development. This position works closely with the District EL/Migrant Program Specialist to expand support for English learners across all district schools and ensure implementation of program goals.
The Enhancement Specialist works collaboratively with teachers, paraprofessionals, and administrators to improve instructional practices, with a strong emphasis on literacy development and English Language Arts (ELA) outcomes. This role directly supports classroom instruction through co-teaching and coaching, while also ensuring alignment with state and federal requirements.
IV. ESSENTIAL DUTIES AND RESPONSIBILITIES:
Instructional Support
Program Implementation and Development
Support implementation of EL programming in alignment with district, state, and federal requirements
Assist in the development of a Dual Language Immersion (DLI) program and ensure proper implementation of program goals and objectives
Assist in the coordination of supplemental EL programming such as summer school and tutoring services
Professional Development and Training
Design and deliver district-wide professional development
Provide ongoing training, coaching, and support for teachers, paraprofessionals, and administrators focused on instructional strategies, scaffolding, accommodations, and assessment for EL students
Provide technical assistance to EL staff, including regular collaboration at the secondary level to support individual student needs
Resource Development
Develop, implement, and maintain a district-wide EL Resource Hub
Curate instructional materials, guidelines, and tools to support teachers working with EL students
Ensure resources are accessible, consistent, and aligned with best practices and district expectations
Data Monitoring and Program Evaluation
Monitor and analyze student performance data, including state and district performance data
Use data to inform instructional decisions, coaching, and program improvements
Support development and analysis of staff surveys to assess training effectiveness and identify needs
Participate in ongoing evaluation of program implementation and student outcomes
Collaboration and Communication
Work closely with the EL team and district leadership to align goals and initiatives
Promote a culture of inclusion and equitable access for English learners
Program Operations
Maintain accurate and confidential records related to EL services and student progress
Support EL screening and identification processes and ACCESS testing
Ensure compliance with applicable state and federal guidelines.
V. OTHER DUTIES AND RESPONSIBILITIES:
Performs all other duties as assigned consistent with the responsibilities of a teacher and the Idaho Code of Ethics.

This position is to meet the needs of an EL Enhancement Grant with a three-year grant cycle and is dependent on annual renewal of funding. Benefits will be in accordance with the approved board policy.
VII. EVALUATION:
Performance of this position will be evaluated annually by Director of Intervention and Support in accordance with the provisions of board policy.
