Job Description
Engrossing and Enrolling Clerk- Salary $65,000 year
The Oklahoma House of Representatives is seeking an Engrossing and Enrolling Clerk. Overtime required during legislative session.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Receives and reviews source documents to determine author, bill status, type of document and necessary codes to use for encoding into computer; encodes prescribed source document information such as handwritten, rough-typed or cut-and-paste drafts into a computer.
Retrieves from database those sections of law that are to be amended or encoded from source document; stores and replaces document in proper database.
Assures that the effective, operative and emergency dates and clauses and other necessary sections are intact and included in document. Retrieves accurate and necessary information from database to complete document.
Edits pre-introduced legislation for correct grammar, spelling, punctuation, citation accuracy to Oklahoma Statutes and Session Laws, clarity of language, and conformity to bill-drafting guidelines.
Proofreads statutes and all components of any phase of a legislative measure against handwritten, rough-typed or cut-and-paste drafts for typographical errors, spelling, punctuation, grammar, capitalization and syntax; annotates errors.
Reviews statutes and all components of any phase of a legislative measure for conformity with prescribed formatting procedures; consistency, adequacy and accuracy of subject matter and provisions; coherence; compliance with accepted bill-drafting convention and the Joint Rules of the Legislature and annotates incongruities.
Examines, checks and verifies appropriate references, cross-references, legal citations, codification placement and availability, proper authorship and status of bill, proper technical components, monetary figures and accuracy of computations and annotates improprieties.
Contacts bill and other legislative measure drafters or other responsible authority to effect corrections; may perform minor editing.
Performs related work as required and assigned.
Prepares enrolled bills for codification in the database by deleting mark outs and underlines; proofreads printed copies of enrolled House bills prior to printing of the Oklahoma Session Laws.
Proofreads and edits various House publications.
