Your Information Services Division (ISD) is recruiting for an Identity & Access Management Architect (IT Architecture -Senior/Specialist) who serves as the highest-level architect, advisor, and technical consultant for enterprise Active Directory Domain Services and server infrastructure. This position also requires the highest technical knowledge and skills, understanding of the full business process of DOR, and the ability to independently work on all assignments. This position designs and creates technical solutions for agency-wide mission-critical server infrastructure and Active Directory Domain Services.

Duties

The Enterprise Identity & Access Management Architect is an expert-level System Administrator for planning, designing, provisioning, implementing, configuring, troubleshooting, and managing DOR Active Directory Domain Services and server infrastructure environments used by Agency staff, external Agencies, cities, counties, and Washington state taxpayers.

Work group leader for Enterprise Active Directory Domain Services:

  • Guides lower-level staff to maintain proper operation, maintenance, support, and administration of agency-wide mission-critical and highly complex AD Domain Services, including but not limited to DNS, DHCP, GPO management, the Agency's Root CA and FTI.
  • Assigns tasks to team members and validates that tasks are completed accurately and in a timely manner.
  • Provides staff development by instructing and mentoring Journey and senior-level system administrators.
  • Assesses the technical capabilities of team members and provides recommendations for team training needs and feedback on employee performance to the supervisor.
  • Provides feedback to the supervisor on the performance of the staff the incumbent leads
  • Acts as a role model and works with the supervisor in establishing standards and leadership expectations.

Architect for Active Directory Domain Services:

  • Plans, analyzes, and leads strategic business initiatives and security mandates for the DOR computing environment. Develops decision packages, decision papers, technical briefings, and maintains professional-level knowledge in network systems on current and upcoming IT trends.
  • Leads the design of new IT system implementations with significant DOR, interagency, and statewide impact.
  • Designs, configures, integrates, tests, implements, and deploys AD Domain Services upgrades and/or new features to keep pace with new technology.
  • Develops and maintains system documentation and diagrams necessary to operate and maintain AD Domain services, server infrastructure and mitigate non-compliance, ensuring standard processes and policies are followed by the staff this position leads.
  • Ensures DOR and other regulatory configurations, policies, standards and guidelines are followed regarding DOR server infrastructure and Federal Taxpayer Information (FTI) environments.
  • Participate on committees involved with setting standards and procedures and evaluating software, architecture and security needs.

Network Systems Administration:

  • At the highest technical level, independently install, test, validate, deploy, upgrade, maintain and manage servers, infrastructure supporting systems, and processes for new and existing server infrastructure, applications, and information systems to meet Department and other regulatory requirements.

Telework Option - Telework is an option for this position, however, the official duty station for this position is the Tumwater Office. The incumbent may be required to report to the office occasionally for training, equipment issue/upgrade or other business need, while observing the guidelines of our safe re-entry program.

Qualifications

The ideal candidate will possess the following knowledge, skills, and abilities, as well as expert-level knowledge in the following areas:

  • Demonstrated progressive experience designing, implementing, and administering enterprise-level Active Directory Domain Services, including DNS, DHCP, GPO management, and Root Certificate Authority, gained through recent hands-on work in highly complex Windows server environments.

  • Proven ability to lead technical teams by assigning work, validating completion, mentoring staff, and providing performance feedback that improves team performance and technical consistency, acquired through prior roles with formal or informal lead or team-guidance responsibilities.

  • Demonstrated skill in architecting mission-critical IT systems by planning, analyzing, designing, testing, and deploying enterprise infrastructure solutions, supported by experience developing technical documentation, decision packages, and architectural standards.

  • Progressive experience independently installing, configuring, administering, and troubleshooting Windows servers and AD-connected infrastructure across test, demo, and production environments, gained through professional system administration roles.

  • Demonstrated ability to analyze and resolve highly complex technical issues by capturing and reviewing system logs, performing root-cause analysis, testing solutions, and collaborating with SMEs and interested parties, obtained through prior experience supporting mission-critical systems.

  • Proven ability to develop and maintain comprehensive technical documentation, architecture diagrams, and procedures for system operations and compliance, supported by past experience producing written materials for technical and non-technical audiences.

  • Demonstrated knowledge of regulatory and security requirements, including IRS Publication 1075 and OCIO standards, gained through experience working with Federal Tax Information (FTI) systems or other environments with strict compliance mandates.

  • Progressive experience providing expert-level consultation to executive management, project teams, SMEs, and external agencies regarding infrastructure impacts, integration requirements, and enterprise architecture decisions.

  • Demonstrated ability to plan, organize, and prioritize multiple work assignments involving competing deadlines by applying strong planning and organizational skills developed through experience in fast-paced IT operational environments.

  • Proven ability to communicate complex technical concepts clearly and effectively through both verbal and written communication, supported by experience in presenting to project teams, developing documentation, and collaborating with diverse technical audiences.

  • Applied knowledge of enterprise identity and access management principles, including user provisioning, role-based access controls, authentication services, authorization models, security groups, certificate management, and directory services administration.

  • Demonstrated ability to participate in enterprise governance processes, technology review boards, standards committees, and architecture forums to influence technology direction and ensure alignment with organizational objectives.

  • Demonstrated commitment to continuous learning and maintenance of advanced expertise in infrastructure technologies, directory services, cybersecurity practices, regulatory requirements, and emerging technology trends.

Insurance Benefits

Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
