Description / Position Overview

Enterprise Manager - Parks, Recreation, and Cultural Services

In this position, you will lead the City of Colorado Springs Parks, Recreation and Cultural Services business enterprises including primary responsibility of Pikes Peak - America's Mountain and supporting leadership of the golf and cemetery operations. The Enterprise Manager directs enterprise organization-wide strategic planning, resource allocation, and large-scale operations to align business goals with enterprise mission, vision, values and tourism. The Enterprise Manager provides direct oversight of the administration and operation of Pikes Peak - Americas Mountain (PPAM) and its associated facilities, recreation areas, and events. Natural resource stewardship and guest experience management of the enterprises is paramount to the long-term sustainability of the resources.

As an Enterprise Manager - Parks, Recreation, and Cultural Services, you will::

  • Manage maintenance, natural resource stewardship, and recreation operations for the Pikes Peak Highway Recreation Corridor, Summit Visitor Center, and Glen Cove Visitor Center in partnership with the US Forest Service.
  • Oversee maintenance, stewardship, and recreation operations for the North and South Slope Recreation Areas, including the Crystal Reservoir Visitor Center, in partnership with Colorado Springs Utilities.
  • Support overall management, strategic direction, and leadership of City golf course operations to ensure safe, efficient, customer-focused, and financially responsible service delivery.
  • Support overall management, strategic direction, and leadership of cemetery operations to ensure compassionate, safe, and financially responsible service delivery.
  • Coordinate access and seasonal maintenance for the US Army High Altitude Research Lab with the US Army Research Institute of Environmental Medicine, located at the summit of Pikes Peak - Americas Mountain.
  • Manage the Aramark Destinations concessionaire contract covering food, beverage, merchandise, custodial, and medical response services for PPAM (Pikes Peak - Americas Mountain) visitor centers.
  • Coordinate recreational fishing, wildlife education, and limited hunting opportunities with Colorado Parks and Wildlife, and manage PPAM logistics for large-scale special events with partner organizations.
  • Develop, administer, and oversee contracts, solicitations, permits, and compliance documents for construction, maintenance, concessionaires, special events, and design projects.
  • Provide leadership for budgeting, risk management, environmental and watershed compliance, strategic marketing alignment, enterprise partnerships, and supervisory development for PRCS enterprise operations.
  • Lead long-range master planning, capital improvement projects, business development initiatives, and coordination with councils, advisory boards, stakeholders, and the public to ensure inclusive service delivery.

We are looking for candidates who demonstrate:

Knowledge of:

  • Operational characteristics, services, and activities of outdoor recreational facilities and programs

  • Principles and practices of program development and administration

  • Principles and practices of municipal budget preparation and administration

  • Pertinent safety and compliance of federal, state, and local laws, codes, and regulations

  • Roadway maintenance, civil construction or public works

  • Cemetery operations and maintenance

  • Golf course operations and maintenance

  • Environmental and resource land management

  • Marketing, communications and tourism strategy

  • Strategic planning and negotiation skills

Ability to:

  • Oversee and participate in the management of recreational activities, interpretive services, and guest services

  • Participate in the development and administration of division goals, objectives, and procedures

  • Research, analyze, and evaluate new service delivery methods and techniques

  • Communicate clearly and effectively, orally and in writing

  • Establish and maintain effective working relationships

  • Provide project management

  • Provide staff leadership and supervision

Minimum Qualifications

  • A Bachelors degree from an accredited college or university with major coursework in business administration, public administration, natural resources management, project management, parks and recreation management, engineering, or a related field.
  • Five (5) years of full-time professional business, parks and recreation, public administration management, or related experience
  • Two (2) years of administrator and/or supervisory experience

  • Two (2) or more years of environmental and natural resource land management experience
  • Possess or obtain within three months of hire a CPR (cardiopulmonary resuscitation) and First Aid certification
  • (CPRP) Certified Park and Recreation Professional or (CPRE) Park and Recreation Executive
  • Experience managing tourist attractions
  • Experience managing government business enterprises
  • Public relations experience
  • Strong financial acumen
  • Strategic negotiation experience
  • Familiarity with enterprise project tools
  • Strong leadership experience

Physical Demands: This position requires the ability to lift up to 20 pounds occasionally and walking or standing to a significant degree. The ability to work at high altitude (14,115 feet) is also required.
