ENTERPRISE NETWORK INFRASTRUCTURE MANAGER

(Technology Services Manager, Senior)

This recruitment will establish an open eligible list that will be used to fill current and future Technology Services Manager, Senior positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

THE OPPORTUNITY

The Orange County Information Technology (OCIT)- Strategy, Innovation, & Architecture division is seeking an experienced and strategic individual who will oversee and assist a team of Network and Voice Services Delivery Managers in the development of network and system designs, adopting network requirements, coordinating network planning, and maintaining a stable networking environment. The Enterprise Network Infrastructure Manager will be responsible for the design, configuration, implementation, and ongoing support of the Countys Managed Network Services. This position requires strong technical expertise, analytical and planning skills, and the ability to lead large-scale technical initiatives while collaborating with internal stakeholders and external partners.

Responsibilities and duties for this position include, but are not limited to, the following:

  • Providing technical oversight to contracted vendors on network operations and implementations
  • Leading network and reliability improvements to maintain the transport of data, voice, and video
  • Designing reliable and cost-effective network services including email transport, domain name services, directory services, and digital certificate services
  • Managing financial, vendor, and organizational resources including budgets, expenditures, and contracts to achieve County business objectives
  • Planning the connection of new sites to the Countys data network
  • Specifying required equipment for installation activities
  • Utilizing project organization management including scheduling, milestones, deliverables to achieve successful outcomes
  • Traveling throughout Orange County and attending staff meetings as needed, along with performing related duties as assigned

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES

In addition to the minimum qualifications, the ideal candidate will possess at least four (4) years of work experience in managing a complex, large-scale IT environment, including the following: Network Architecture, Cable and Circuit Management, Voice and VoIP, and Cloud Architecture and Solution Management.

The ideal candidate will have experience in the following competencies:

Technical Knowledge | Technical Expertise

  • Understanding of Cisco SD-WAN, Meraki, and ACI solutions
  • Proficiency with Cisco ASR/ISR/Catalyst routers and Cisco Catalyst/Nexus switches
  • Applying advanced networking and VolP/Webex expertise, including SIP (Session Initiation Protocol), RTP/RTCP, H.323, TCP/IP, VLANs, QoS prioritization, and routing protocols (OSPF, BGP) to ensure call signaling, media transport, and overall service quality
  • Leading IT projects and operational initiatives, including prioritizing competing demands, resource planning, forecasting fiscal expenditures, and ongoing vendor and contract management
  • Implementing enterprise security best practices to ensure secure connections to non-County networks and secure remote access
  • Staying current with emerging and evolving technologies, evaluating their applicability to County operations

Leadership Skills

  • Serving as a department liaison for network security matters, requests, and issues
  • Working collaboratively and establishing rapport with staff, managers, and people across County departments
  • Leveraging and maintaining a robust team of internal staff and contractor staff to achieve operational goals
  • Building and maintaining positive forward focused customer-oriented work environments

Oral | Written Communication Skills

  • Communicating, coordinating, and collaborating with County agencies to ensure effective service delivery
  • Clearly conveying information technology concepts and terminology with both technical and non-technical staff at all levels within and outside the agency
  • Preparing and maintaining technical documentation of department processes and procedures
